IFAD Call for Proposals: Promoting Innovations in ICT for Agriculture and Rural Development in Developing Countries

The International Fund for Agricultural Development (IFAD) is seeking proposals from eligible organizations to implement a project on South-South and Triangular Cooperation to support rural transformation: Promoting innovations in information and communication technology (ICT) for agriculture and rural development.


  • Strengthen smallholders’ capacities to undertake sustainable rural transformation processes by accessing “digital dividends” created through tested ICT innovations in ARD in developing countries.
  • Increase access to ICTs for poor rural smallholder farmers and strengthen the knowledge and leverage the use of ICTs to support agricultural productivity and rural development in developing countries.

Funding Information

  • The approved grant will be awarded to a lead organization selected as recipient up to US$2,500,000.
  • The programme’s duration will be 3 years as of the date of signature of the grant agreement, expected once the grant is approved by the Executive Board in December 2017.

Focus Countries

The applying organizations should propose countries from at least three of the following regions Asia and the Pacific; East and Southern Africa; Latin America and the Caribbean; Near East, North Africa, Europe and Central Asia; West and Central Africa, where they plan to run the challenge/competition.

Expected Activities

  • Using international challenge/competition mechanisms to identify promising innovations in ICTs for ARDs.
  • Creating a standardized documenting processes to produce materials (videos, interviews, brochures, infographics, pictures, animations, etc.) about each selected innovative solution; and
  • Encouraging the uptake of the innovations through various activities (e.g. showcasing of events, conferences/workshops, disbursement of small financial awards, creation of learning routes or exchanges among farmers or government officials).

Eligibility Criteria

  • Proposals should be presented by the bidding institutions that will implement the activities mentioned above.
  • Applicants could be public institutions, official development assistance agencies, universities or research centres, civil society organizations, smallholders’ organizations or others.
  • Preference would be given to institutions from developing countries, provided they meet the required selection criteria.
  • Joint bids will also be considered.
