USAID-Kenya: Seeking Proposals for Feed the Future Livestock Market Systems Program

The United States Agency for International Development (USAID) is seeking applications for a Leader with Associates from qualified organizations to fund a program entitled “Kenya Feed the Future Livestock Market Systems Leader with Associates”.

Funding Information

  • Subject to the availability of funds, USAID intends to provide approximately $35 Million in total funding for the Livestock Market Systems.
  • Approximately $15 Million of this funding will be resources from the USAID/KEA Mission dedicated to the Leader Award, $20 million for Associate Award #1 and $10 million for Associate Award #2. The maximum ordering ceiling for this activity is $95 million.

Eligibility Criteria

  • USAID policy encourages competition in the award of Grants and Cooperative Agreements. In response to this RFA, any U.S. or non-U. S. organizations, non-profit, or for-profit entity is eligible to apply.
  • USAID encourages applications from potential new partners. Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
  • The Recipient must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
  • Cost-Sharing (Matching): USAID encourages cost-sharing to the maximum practicable extent, and any proposed cost-sharing will be assessed by USAID as part of determining which applications offer the greatest value. Cost-sharing or matching means that portion of project or program costs not borne by the U.S. Government. Cost-sharing includes cash and in-kind contributions, and is subject to 2 CFR 200.306 and the USAID standard provision for U.S. NGOs entitled “Cost-Sharing (Matching)” which, inter alia, requires that cost-sharing be verifiable from the Recipient’s records. Cost-sharing or matching is normally associated with contributions from the same prime and sub-recipient sources that also receive USAID funds under an award, but can include contributions from third parties. Failure to meet a cost-sharing requirement can result in the Recipient having to make refunds to USAID or a reduction in future funding.
