EU Call for Proposals: Supporting Capacity Building and Partnership of Civil Society and Local Authorities in Belarus

Deadline: 1 June 2017

The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Supporting Capacity Building and Partnership of Civil Society and Local Authorities in Belarus” to strengthen the role of civil society and local authorities in Belarus in promoting transparent and participatory governance, democratic reforms and human rights, and in ensuring inclusive socio-economic development.

Lots and Objectives

The programme is divided into three lots:

  • Lot 1: Supporting Civil Society (CSO) lead contributions to governance and socio-economic development processes: enhance civil society’s role in promoting rule of law, democratic reforms and increase public accountability.
  • Lot 2: Supporting Local Authority (LA) lead contributions to governance and socio-economic development processes: enhance Belarusian Local Authorities’ contribution to governance and development processes, as a precondition for more equitable, open and democratic society.
  • Lot 3: Supporting Civil Society (CSO) lead contributions to governance and democratic development processes: achieve more effective and targeted support on human rights issues.

Size of Grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

  • Lot 1:
    • Minimum amount: EUR 1,500,000
    • Maximum amount: EUR 1,850,000
  • Lot 2:
    • Minimum amount: EUR 500,000
    • Maximum amount: EUR 1,000,000
  • Lot 3:
    • Minimum amount: EUR 650,000
    • Maximum amount: EUR 2,000,000

Eligibility Criteria

  • In order to be eligible for a grant, the lead applicant must:
  • Lot 1:
    • be a legal person or an entity without legal personality
    • be non-profit-making
    • be Civil Society Organisation or an Association of CSOs
    • be established in Belarus or in a Member State of the European Union or in a country of the European Economic Area or in “ENI East” beneficiary country
    • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
  • Lot 2
    • be a legal person
    • be Local Authority or National Association of Local Authorities (ALA)
    • be established in Belarus or in a Member State of the European Union or in a country of the European Economic Area or in “ENI East” beneficiary country
    • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
  • Lot 3:
    • be a legal person or an entity without legal personality
    • be non-profit-making
    • be a specific type of organisation such as:
      • civil society organisation, including non-governmental non-profit organisation, or independent political foundation, community based organisation, and private sector nonprofit agency, institution or organisation, or network thereof at local, national, regional or international level, or
      • public sector non-profit agency, institution or organisation or network at local, national, regional, or international level, or
      • national, regional or international parliamentary body when this is necessary to achieve the objectives of this programme and the proposed action cannot be financed under another EU-funded programme, and
    • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
  • NOTE: No nationality restrictions apply to applicants, co-applicants and, if any, affiliated entities.
  • All lots:
    • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
    • The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
    • The lead applicant must act with co-applicant(s) as specified hereafter.
    • coordinate the design and implementation of the action.
