The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “European Instrument for Democracy and Human Rights (EIDHR)” with an aim to promote the respect for human rights in Albania, and to strengthen the role of civil society organisations in the consolidation of democracy and rule of law.
The programme is divided into three lots:
- Lot 1 – Prevention against risks of imprisonment/conflict with the law as well as assistance and rehabilitation for former prison inmates including strengthening linkages to reintegration services
- Lot 2 – Promoting of LGBT rights in the Albanian society, including media, workplace, inclusive access to rights and services, legislation and public awareness
- Lot 3 – Support to Human Right Defenders
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1
- Minimum amount: EUR 150.000
- Maximum amount: EUR 300.000
- Lot 2
- Minimum amount: EUR 150.000
- Maximum amount: EUR 300.000
- Lot 3
- Minimum amount: EUR 400.000
- Maximum amount: EUR 600.000
Location
Actions must take place in Albania.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person registered at least 2 years before this call is launched and
- be non-profit-making and
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined the Rules of application of the EU Financial Regulation and
- be established in a Member State of the European Union or in an accession or official candidate country as recognised by the European Union or in Member State of the European Economic Area. This obligation does not apply to international organizations.
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant must act with co-applicants as specified hereafter.
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator. The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.
