The European Union (EU) is currently accepting proposals from eligible organisations for a thematic Programme “Civil society organisations and local authorities” with an aim to enhance civil society organisations’ and local authorities’ contribution to governance and development processes.
Lots and Objectives
The programme is divided into three lots:
- Lot 1 and Lot 2 – Civil society organisations
- To enhance the capacities of civil society organisations and the people they represent, including vulnerable groups, to participate in policy dialogue and to contribute to strengthening governance and accountability system at local and national level;
- To enhance the relationship between civil society organisations and local authorities so as to increase mutual understanding and engagement.
- Lot 3 – Local authorities
- To strengthen the institutional and operational capacities of local authorities to enhance and to link planning and budgeting processes across several levels of subnational government (townships/municipalities, state/region level, etc.);
- To support the service delivery capacities of local authorities in order to strengthen their role as welfare providers and enhance access to quality public services;
- To improve access to information and strengthen the accountability and transparency of local authorities as actors of inclusive local governance
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1 – Civil society organisations established in Myanmar
- minimum amount: EUR 800,000
- maximum amount: EUR 2,000,000
- Lot 2 – Civil society organisations
- minimum amount: EUR 2,000,000
- maximum amount: EUR 3,000,000
- Lot 3 – Local authorities
- minimum amount: EUR 1,500,000
- maximum amount: EUR 5,000,000
Eligibility Criteria
In order to be eligible for a grant, the lead applicant must:
- Lot 1 – Civil society organisations established in Myanmar
- be a legal person and
- be non-profit-making and
- be a civil society organisation
- be established in Myanmar and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- Lot 2 – Civil society organisations
- be a legal person
- be non-profit-making
- be a civil society organisation
- be established in a Member State of the European Union or in Myanmar and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- Lot 3 – Local authorities
- be a legal person
- be non-profit-making
- be a local authority or an association of local authorities constituted in accordance with
- the legislation in force in the country concerned
- be established in Myanmar or in a Member State of the European Union and contracting
- parties of the Agreement on the European Economic Area;
- be established in developing countries that are included in the list of recipients of ODA established by the OECD/DAC, including countries and territories falling within the scope of Council Decision 2013/755/EU on the association of the overseas countries and territories with the European Union (‘Overseas Association Decision’, and excluding beneficiaries listed in Annex I to Regulation (EU) No 231/2014 establishing an Instrument for Pre-accession Assistance (IPA II);
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
