UNDP has developed a Human Rights Due Diligence and COVID-19: Rapid Self-Assessment for Businesses, to help businesses consider and manage human rights impacts of their operations in response to COVID-19.
The assessment is developed to help businesses consider and manage the human rights impacts of their operations. This non-exhaustive list of potential actions allows for rapid but continuous reflection on the human rights risks and impacts common to many industries.
This C19 Rapid Self-Assessment is inspired and guided in part by the wider UNDP COVID-19 Integrated Response Offer. Through the ‘Prepare, Respond and Recover’ framework, UNDP is actively supporting the procurement and supply of essential health products, strengthening crisis management and response capacities, and addressing critical social and economic impacts. The tool has been developed within the framework of the Business and Human Rights in Asia (B+HR Asia) programme funded by the European Union and the Government of Sweden. The Assessment is being translated in various languages.
Objectives
Key objectives of the coping study would be as follows:
- To document overall impact of COVID on businesses in India
- To administer UNDP’s HRDD self-assessment and document uptake of the HRDD rapid assessment and the challenges faced by businesses in administering the same.
- To document initiatives undertaken by businesses on policies and practices undertaken and planned in response to COVID on overall corporate policy management and considerations in addition to key issues such as: occupational health and safety, labour rights, environmental and community impacts, safeguarding policy, preventing stigma and discrimination.
Expected Outputs & Deliverables
- Phase I
- List of companies to be engaged in the scoping study:
- A list of companies reached through the scoping study and the ones engaged through the process with contact details.
- Powerpoint presentation with topline findings:
- A brief powerpoint with initial lessons from first 8-10 companies on the UNDP’s human rights due diligence assessment and the best practices adopted by businesses in response to COVID-19.
- Insight document on the current trends in due diligence and preparedness of businesses in the context of COVID-19 crisis.
- List of companies to be engaged in the scoping study:
- Phase II
- Powerpoint:
- A detailed powerpoint summarizing the scoping context, approach and methodology, findings, analysis and interpretation, conclusions and recommendations. The powerpoint must be presented before submission of the final narrative report and inputs and feedback from UNDP must be incorporated at the submission of final deliverable.
- Narrative report:
- A detailed narrative report summarizing the scoping context, approach and methodology, findings, analysis and interpretation, conclusions and recommendations.

Eligibility Criteria
- The agency should have a minimum five years of experience of working with private sector.
- The project lead must have a minimum of 7 years of experience in business and human rights field.
- The project team should have minimum 3 years of experience in undertaking human rights due diligence in the context of United Nations Guiding Principles.
Notes:
- If bidders do not meet any of the above listed criteria, their proposals will not be considered for further evaluation.
- Bidders meeting above listed criteria are required to submit evidences (details / documents) in support – otherwise proposal may be disqualified.
