USAID: Seeking Applications for Cambodia Democratic Development Program

The United States Agency for International Development (USAID) is seeking applications from qualified organisations for “Cambodia Democratic Development Program” to build more responsive, democratic local governance and service delivery in Cambodia.

The selected implementing partner will be encouraged to build on what is already working and supporting ‘best fit’ rather than ‘best practice’ approaches and test pathways to advance democratic decentralization and strengthen accountability systems.  The development hypothesis of this goal is that

  • if sub-national government authorities are able to more effectively and responsively fulfill their roles and responsibilities, and national government authorities effectively decentralize authorities to sub-national government authorities;
  • citizens, including those of marginalized populations, are empowered to use social accountability tools and engage in collective action for government accountability and effective service delivery;
  • civil society and media effectively monitor public services and conduct budget analysis; then Cambodian citizens will experience more responsive, democratic local governance.

Funding Information

  • Subject to funding availability, USAID/Cambodia intends to provide up to approximately $13 million in total USAID funding for the life of the activity.
  • All funding will be provided on an incremental basis subject to the availability of funds and successful performance.
  • The period of performance anticipated herein is five years. The estimated start date will be upon the effective date of the award.

Eligibility Criteria

  • USAID encourages applications from potential new partners; all potential applicants are eligible.
  • An organization that meets the definition of Private Voluntary Organization (PVO) must register with USAID to compete for grants and other types of funding, as required by 22 CFR 203.
  • The PVO registration process enables USAID to identify capably partners and ensures that registrants meet the Agency’s basis partnership requirements.
  • USAID will not accept applications from individuals. All applications must be legally recognized organizational entities under applicable law and authorized to operate in Cambodia.
  • Potential for-profit applicants must note that USAID policy prohibits the payment o fee/profit to the prime Recipient under assistance instruments. Forgone profit does not qualify as cost-share.
  • USAID welcomes applications from organizations which have not previously received financial assistance from USAID.
  • Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
  • The Recipient must be a responsible entity.
