The European Union (EU) is seeking proposals to inform and promote evidence-based dialogue on economic and fiscal governance issues in Tanzania.
Objectives
The specific objective(s) of this call for proposals are:
- To provide and disseminate high quality, policy-relevant and evidence-based research on topics related to economic and fiscal governance in Tanzania;
- To encourage domestic debate in Tanzania on economic and fiscal governance issues, especially with government stakeholders;
- To increase research capacity and expand the links among economic research institutions in Tanzania.
Topics
The proposed topics will respond along the following areas:
- Implementation of the Five-Year Development Plan II: industrialisation, economic transformation, business environment, foreign direct investment, inclusive growth and poverty reduction
- Macroeconomic policies: taxation policy, fiscal policy, debt, the financial sector;
- Public finance management: public investment management, public-private-partnership, the budget process, public procurement, flow of funds to Local Government Authorities and service delivery units, service delivery outcomes of public expenditure, budget and expenditure analysis disaggregated by gender, medium-term expenditure and revenue planning.
Funding Information
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 350,000
- maximum amount: EUR 500,000
Eligibility Criteria
- Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making or a private sector organisation with a relevant public sector mandate/mission and
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, private sector organisation with a relevant public sector mandate/mission and
- be established in a Member State of the European Union or the United Republic of Tanzania, the OECD, an ACP state, a Member State of the European Economic Area, Overseas Countries and Territories or a beneficiary State of the ACP-EC Partnership Agreement as defined in Part II of Annex A2a to the ‘Rules on Participation in Procurement and Grants’ attached to the Practical Guide and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- The lead applicant may have co-applicants. The co-applicants will be evaluated on their aggregated proven capacity to deliver on the objectives of this call for proposals.
- Lead applicants established in a country other than Tanzania must act together with a co-applicant established in Tanzania
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- In addition to the categories referred above, the following are however also eligible: public sector operators, public and para-public institutions.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the Coordinator)
- Affiliated entity(ies)
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
