Government of Canada is accepting applications for its Low Carbon Economy Challenge which is part of the Low Carbon Economy Fund.
This Challenge will leverage Canadian ingenuity to reduce greenhouse gas emissions and generate clean growth in support of Canada’s clean growth and climate action plan, the Pan-Canadian Framework on Clean Growth and Climate Change.
The Challenge will provide over $500 million to successful applicants to support projects that directly reduce GHG emissions while supporting clean growth.
All projects considered under the Challenge will need to ensure that the targeted emission reductions meet the following key guiding principles:
- materiality (i.e., tangible and measurable GHG emissions reductions);
- incrementality (i.e., in addition to existing actions);
- contribution towards Canada’s 2030 emission reduction target of 30% below 2005 levels; and
- cost-effectiveness.
Types of Stream
The Challenge consists of two streams (Champions and Partnerships), to ensure a wide range of applicants are able to participate in contributing towards Canada’s 2030 emission reduction target. The streams will be launched separately.
- Champions stream: The $450 million Champions stream will provide funding to all eligible applicants (provinces and territories, municipalities, Indigenous communities and organizations, businesses and not-for-profit organizations.) The Champions stream is now open for applications, with a deadline of May 14, 2018
- Partnerships stream: The $50M Partnerships stream is limited to Indigenous communities and organizations, small and medium-sized businesses, not-for-profit organizations and small municipalities. This stream will help ensure a broad range of Canadians are able to participate in the Challenge. The Partnerships stream will be open for applications later in 2018

Eligibility Criteria
The Champions stream, launched on March 14, 2018, supports projects undertaken by all types of eligible recipients, including:
- regional, local, municipal, provincial and territorial governments;
- First Nations, Métis and Inuit governments, communities or organizations;
- public sector bodies and boards;
- not-for-profit organizations; and
- private sector, for-profit organizations.
