UN Women is calling proposals to support Local Initiatives Addressing Women’s Rights in Cahul and Ungheni Districts in Moldova.
This Call for Proposal is addressed to Moldovan civil society organizations to support Local Authorities in the development and implementation of local initiatives deriving from the gender-sensitive strategic documents of 24 localities from Cahul and Ungheni districts.
The Project Agreement will be implemented in Moldova for a maximum period of 12 months, starting with June 2021.
Through this Call for Proposal, UN Women within EVA project intends to sign a Partner Agreement (PA) with a civil society organization (Non-Governmental Organizations, Community Based Organizations and Academic Organizations) from Moldova to act as Responsible Party for initiatives that will contribute to the fulfilling of the following outputs, with the respect for leaving no one behind approach and for the principles of planned interventions:
- To support local initiatives that will promote women in political, economic, and social decision-making areas, including through work with women’s groups, youth groups, and others;
- To strengthen citizens’ awareness on GEWE.
Indicative Areas
Indicative areas of intervention may include and are not limited to:
- Capacity building on gender equality (GE), women human rights (WHR) for local civil society and interested public from 24 localities from Cahul and Ungheni aiming at increasing understanding of the existent inequalities, understanding the local strategic objectives on GE, and get a better grasp of innovative approaches to gender mainstreaming (GM).
- Facilitate public consultations organized by the LPAs in 24 localities for prioritizing local initiatives on GE derived from the local strategic documents.
- Organize a hackathon for young people from 24 localities on identifying solutions for improving the safety for women and girls in the community;
- Provide technical support for LPAs working in cooperation with local civil society and all interested parties on developing local participatory initiatives based on the local strategies/action plans.
- Ensure that the beneficiary community secures financial and in-kind contributions from LPAs, private sector, community actors and citizens, diaspora, of at least 10% from the total value of the local initiative(s)
- Ensure the successful implementation of least 30 local initiatives addressing GEWE, WHR designed at local level in line with the local strategic objectives.
- Support with procurement of the goods needed for the local initiatives’ implementation.
- Monitor implementation of the initiatives at local level, including on expenditures, commitments and balance of funds under the Local initiatives project activities’ budget lines.
- Ensure documentation, registering of goods in public registries (if the case) through donation of at least 30 local initiatives, measuring their impact in the community.
- Ensure efficient visibility of the action and communication with EVA project team for the development of success stories based on the local initiatives implemented.
Funding Information
- The budget range for this proposal should fall between a minimum indicative amount of USD 215,000 and a maximum amount of 223,000 USD. The total budget available for this call for proposal is of up to USD 223,000.
- Minimum indicators to be achieved:
- At least 30 local initiatives on GE residing from the local strategic plans of 24 partner communities from Cahul and Ungheni implemented;
- At least 60% or USD138,000, whichever amount is bigger, of the Partnership Agreement budget used for the implementation of the local initiatives as per the objectives of this Call;
- One hackathon organized and minimum USD12,000/ maximum USD15,000 used for the implementation of the winning initiative(s) to improve the safety for women and girls in the communities;
- Visibility materials of success stories based on the local initiatives and hackathon outcomes.
Competencies
To be considered, proponents must meet all the mandatory criteria:
- Technical/functional competencies required:
- Documented successful track record in the area of work contained in this Terms of Reference;
- Proven in-house expertise (human resources) in working towards gender equality, women empowerment or ending violence against women and children;
- Proven experience in supporting the development and implementation of at least ten local initiatives/ two mini-grants programs for local initiatives;
- Proven experience in management of projects with similar size of the one submitted under this Call;
- The following competences are considered an asset in proponents’ performance:
- Good knowledge of gender equality and women’s rights issues, as well as needs of vulnerable groups of women;
- Experience in working at local and community level;
- Experience in developing and successfully running events such as hackathons, idea hubs, innovation boot camps, at least two (2) events.
Eligibility Criteria
- Proponents should propose interventions that explore innovative ideas to ensure LPAs ownership and women’s proactive engagement in designing and implementing the local initiatives.
- The proponent as a Responsible Party is expected to make substantial contribution to achievement of both outputs for which it is putting an offer.
- The proposals should refer to the localities of Cahul and Ungheni districts. The core activities should be implemented but not limited to the following localities: Cahul municipality, commune Andruul de Jos, commune Larga Noua, commune Slobozia Mare, commune Valeni, commune Cucoara, commune Al.Ioan Cuza, commune Baurci Moldoveni, commune Pelinei, commune Alexandrfeld, commune Vadul lui Isac and commune Zîrneti (of Cahul district); and Ungheni municipality, commune Pîrlia, commune Manoileti, commune Macareti, village Radenii Vechi, commune Corneti, commune Sculeni, commune Valea Mare, commune Costuleni, Corneti town, commune Tecureni and commune Zagarancea (of Ungheni district).
- The proponent may partner with other relevant organizations to complement its expertise, outreach capacity and build the capacities of grassroots organizations in the two districts. Partners may be CSOs, but also community-based groups/organizations, individuals, academic institutions or other. Partnerships/Consortiums with local civil society from Cahul and Ungheni districts are encouraged.
- The proponent should have experience in establishing and nurturing partnerships with local public authorities, non-governmental, media and other stakeholders towards the achieving of set goals.
- Proposals shall include revision of knowledge needs of stakeholders to be involved throughout the implementation, and documentation of lessons learned and good practices within the intervention.
