The Town of Old Lyme is seeking applications for its Community Initiative Grant Program that will distribute funding to community-based organizations, nonprofits, businesses, and Town of Old Lyme Government Services (departments/boards/commissions) for eligible programs, services and capital investments that can address the negative impacts of the COVID-19 public health emergency and create new transformative opportunities for Old Lyme residents.
Program funds are not intended to replace other federal, state, or local ARPA assistance; applicants may not receive program funding for project expenses that were funded through other federal, state, or local grants.
The Town can only use SLRF to:
- Provide for government services up to the amount of SLRF received by the Town of Old Lyme,
- Respond to public health and negative economic impacts of COVID-19,
- Provide premium pay to workers performing essential work, and
- Invest in Water/Sewer/Broadband infrastructure.
Eligibility Criteria
- Submit a complete and duly signed application.
- Attach any supplemental information that demonstrates the planned implementation of the program or project being proposed in your application.
- Organizations can use a fiscal sponsor who is a 26 USC 501(c)(3) and 26 USC 501(c)(19) to serve as the “applicant”.
- Applicant organization must have a demonstrable presence in the Town of Old Lyme.
- The applicant is in compliance with applicable laws, regulations, ordinances and orders applicable to it, which could have an adverse material impact on the project. Adverse material impact includes lawsuits, criminal or civil actions, bankruptcy proceedings, regulatory action by a governmental entity or inadequate capital to complete the project. The applicant is not in default under the terms and conditions of any grant, loan, leases, or other financing arrangements with its other creditors that could have an adverse material impact on the proposal. The applicant must be in good standing with the Connecticut Secretary of the State in terms of required business/nonprofit filings.
- Applicant organizations must be able to comply with federal reporting guidelines, including but not limited to: Grantees may be required to submit periodic project and expenditure reports. At a minimum, all grantees will be required to provide periodic grant reports.
- The applicant must provide a listing of all state or federal assistance applied for and/or received over the last two (2) years (i.e., PPP loans, EIDL, etc.).
