The National Institute of Corrections (NIC) is seeking applications for Women and Minorities in Corrections Curriculum Update 2021. The purpose of this Cooperative Agreement is to update the curriculum for the course, Management
The National Institute of Corrections seeks to update the curriculum entitled: Management Development for Women and Minorities in Corrections. The goal is to provide women and minorities with the opportunity to acquire knowledge and skills vital to their development as effective managers and leaders in corrections.
Despite the increase of career opportunities in the corrections field, qualified staff are often hampered in career advancement because they lack significant management experience. Sometimes the challenge is that only a few employees have the needed skills to take on comprehensive assignments. To address this issue, “Corrections needs to invest some time into helping other employees acquire those needed skills” (Williams and Multhaup, 2018). To meet this challenge effectively requires the development of diverse managerial and leadership skills.
Objectives
The program’s objectives should include the following:
- Assist participants in identifying challenges they face as Women and Minorities in corrections.
- Assist participants in identifying their strengths and developing strategies for skill enhancement.
- Describe the formal and informal rules and systems at work in the corrections environment and identify strategies needed to function effectively within this environment.
- Explore different managerial and leadership styles, skills, and techniques and select the style(s) most appropriate for them.
- Analyze their agency, facility/unit, and immediate supervisor’s mission(s) and determine actions they can take to assist in mission accomplishment.
- Demonstrate effective oral and written communication.
- Demonstrate effective problem solving skills in simulated work situations.
- Review the 7 Habits of Highly Effective People, and the Stages of Life.
- Explore Conflict Resolution, Group Dynamics, Career Anchors, Ethics and Problem Solving.
- Formulate a personal career development plan which will enhance their correctional management potential.
- Document work-related thoughts, successes and challenges.
- Review the experiences and words of wisdom from correctional administrators.
Funding Information
NIC expects to make one award for as much as $110,000.00 for a 12-month project period.
Deliverables
- Participate in an initial meeting with the NIC project manager to discuss the Cooperative Agreement, scope and all aspects of the work within fifteen (15) working days of the award. It is preferred that the meeting be in person at the National Institute of Corrections Washington, DC office, however, COVID-19 protocols may dictate that the meeting be conducted on a virtual platform.
- In June 2021, attend a two-day planning meeting at the National Corrections Academy (Aurora, CO) or other DOJ approved training site with a minimum of four (4) instructors selected in partnership with NIC. The instructor fees (daily fees and travel costs) will be covered by the awardee. (It is preferred that the meeting be in person, however, COVID19 protocols may dictate that the meeting be conducted on a virtual platform).
- Provide a draft facilitator and participant manual that includes presentation slides for each training module. The manuals are due no later than September 24, 2021.
- Within 10 days of receipt of the manuals, the awardee will participate in a virtual meeting with NIC Program Manager for a project update.
- During the project update virtual meeting, the awardee must demonstrate how the training will appear on a virtual platform.
- A training at the National Corrections Academy (Aurora, CO), scheduled for November 2021, will be considered the pilot of the updated curriculum. Final revision to the curriculum will be made based on observations by the curriculum developer, NIC project manager as well as instructors and participant feedback. (It is preferred that the training be in person, however, COVID-19 protocols may dictate that the training be conducted on a virtual platform).
- NIC will host and conduct the training.
- The curriculum developer will be present.
- Program participants will be selected by the NIC Program Manager; and
- The four (4) program instructors, will be compensated by the awardee (daily fees and travel costs).
- Within 10 business days of the November 2021 training, the awardee will participate in a virtual meeting with the NIC Project Manager for a project update.
- Provide a second draft facilitator and participant manual that includes presentation slides for each training module. These manuals are due no later than January 28, 2022.
- The NIC Project Manager will provide feedback no later than 10 working days after receipt of the manuals.
- In February 2022, provide a Pre/Post-Test based on the information provided during the training in an effort to quantify the knowledge attained in the training. The instrument must be in a file that is compatible with electronic delivery and report generation.
- In February 2022, provide an after-training Management Development Workbook for participants to document daily/weekly work related thoughts, successes and challenges, and experiences and words of wisdom from correctional administrators.
- In February 2022, conduct a peer review of the curriculum by the subject matter experts who conducted the training. The peer reviewers’ fees will be covered by the awardee. This two-day (2) meeting will be held at the NIC Washington, DC office.
- Final Facilitator and Participant manuals, Master Training Slides, Training Agenda, Pre and Post-tests and Management Development Workbooks are due not later than May 27, 2022.
- The awardee should include a Program Overview to use in conjunction with the training manuals. This overview includes a narrative description, background purpose, target population, course objectives, course content, delivery media and resources/reference used.
Eligibility Criteria
- NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services.
- NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program.
- NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
