The Programme aims to contribute to the overall Outcome of ‘Implementation of climate change and DRR actions in Asia and the Pacific address key drivers of gender-based vulnerabilities and enhance human rights’.


In Viet Nam, under the UN Women’s component, the project focus on three output areas as follows:

  • Women and marginalised groups are able to exercise their rights to lead, meaningfully participate in, and influence climate change and DRR decision-making processes;
  • Governments and key stakeholders are able to generate, analyse and use sex, age, and diversity disaggregated data to inform climate change and disaster risks and actions;
  • National institutions develop/revise climate change and DRR regulatory and policy frameworks and climate change financing to integrate and enhance responsiveness to human rights and gender equality commitments.

The available budget for this call for proposal is 75,000 USD.

  • Qualifications of the Organization
    • Technical/functional competencies required
      • Vietnamese NGO
      • Proven technical competencies in building and strengthening national local organization networks on climate change and disaster risk reduction;
      • Demonstrated experiences in implementing programmes on climate change and/or disaster risk reduction; and in formulating result-oriented programme, including monitoring based on indicators and quality reporting;
      • Proven experiences in engaging in policy advocacy in the areas of climate change and/or disaster risk reduction.
      • Demonstrates commitment to working with local women that are affected by climate change and disaster, and are excluded, marginalized, and/or disadvantaged.
      • A local woman led NGO is preferable
    • Other competencies, which while not required, can be an asset for the performance of services
      • Experience in leading/chairing local organization networks on climate change, or disaster risk reduction.
  • Qualifications of the key personnel:
    • The team composition is expected to include at least an overall team leader and team members.
    • The overall Team Leader should have:
      • Master’s degree (or equivalent) in International Development Studies, Social Sciences, Politics, Law, Human Rights, Gender, Women Studies, Economics or related field.
      • Minimum of 7 years relevant experience in working on climate change and/or disaster risk reduction.
      • Proven experience in building and strengthening networks from local, national and international level;
      • Relevant experience in engaging policy advocacy in climate change and/or disaster risk reduction;
      • Previous experience in organizing dialogues, consultations and capacity building for local organizations.
      • Fluency in English is required
    • The team members should have:
      • University graduate.
      • Minimum of 3 years relevant experience in coordination, event organizing, training design and facilitation, and administrative and logistical preparations
      • Previous working experience in the field of climate change and/or disaster risk reduction.
  • Communication and visibility
    • All communication materials produced under this contract should be consistent with UN Women and the Empower programme communications guidelines, as appropriate. Copy rights belongs to the Empower programme.
