The Natural Resources Conservation Service (NRCS) has announced potential availability of cooperative agreements for the purpose of leveraging NRCS resources, addressing local natural resource issues, encouraging collaboration and developing state- and community-level conservation leadership in Nebraska.
Purpose

The purpose of Conservation Collaboration Cooperative Agreements is to leverage NRCS and partner resources to:
- Assist communities and groups to build and strengthen local food projects that provide healthy food and economic opportunities.
- Improve urban conservation – messaging, training, and delivery of conservation in urban areas.
- Improve soil health.
- Improve landscape performance in dealing with water quantity issues; either excess or inadequate, and downstream impacts.
- Improve water quality.
- Improve habitat for local wildlife species of concern.
- Improve the environmental and economic performance of working agricultural lands.
- Improve the use and effectiveness of new technologies in agriculture.
Funding Information
- Federal Funding Floor and Ceiling Amounts: The estimated funding floor for this opportunity is $50,000, and the estimated funding ceiling is $2,000,000.
- Start Dates and Performance Periods: Projects may be between one and three years in duration. Applicants should plan their projects based on a project start date of September 1, 2022.
- Number of Awards: The agency expects to make up to 10 award(s).
Activities

The agency will be substantially involved in the work performed under the agreement and will undertake activities such as the following:
- Authority to suspend work if specifications or work statements are not met.
- Review and approval of one stage of work before another may begin.
- Review and approval of substantive provisions of proposed sub-grants or contracts beyond existing Federal policy.
- NRCS and recipient collaboration or joint participation.
- Project monitoring to permit specified kinds of direction or redirection of the work because of interrelationships with and impacts on other projects.
- Highly prescriptive NRCS requirements that limit recipient discretion.
- Review and approval of key personnel.
- Direct NRCS operational involvement or participation during the activity.
Eligible Projects
Emphasis will be placed on projects that:
- Build technical capacity to implement Farm Bill Conservation Programs.
- Build technical capacity of NRCS and partner field conservation employees.
- Build the capacity of local partners to develop and implement effective projects.
- Leverage non-Federal and non-government resources to achieve positive natural resources conservation outcomes.
Eligibility Criteria
- Native American tribal governments (Federally recognized)
- Nonprofits having a 501(c) (3) status with the IRS, other than institutions of higher education
- State governments
- County governments
- Public and State controlled institutions of higher education
- Special district governments
- City or township governments
