Bureau of Educational and Cultural Affairs: 2018 On-Demand Youth Leadership Program

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) is inviting proposals for the FY 2018 On-Demand Youth Leadership Program.


  • Promote mutual understanding between the people of the United States and the people of other countries;
  • Prepare youth leaders to become responsible citizens and contributing members of their communities; and
  • Foster relationships among youth from different ethnic, religious, and national groups.


  • Demonstrate a better understanding of the elements of a participatory democracy as practiced in the United States;
  • Demonstrate improved critical thinking and leadership skills; and
  • Demonstrate skills in developing project ideas and planning a course of action to bring the projects to fruition.

Themes Areas

  • Civic education (citizen participation, grassroots democracy and rule of law);
  • Community service; and
  • Youth leadership development.

Funding Information

Application budgets are limited to $1,000,000 direct costs and must reflect the actual needs of the proposed project.

Eligibility Criteria

  • Private institutions of higher education
  • Public and State controlled institutions of higher education
  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
