Applications open for Snap Healthy Fluid Milk Incentive – United States

The Food and Nutrition Service (FNS) is accepting applications for the Healthy Fluid Milk Incentives (HFMI) Cooperative Agreement Project. This project aims to increase purchases of fluid milk by low-income consumers participating in the Supplemental Nutrition Assistance Program (SNAP) through point-of-purchase incentives.

FNS, a division of the U.S. Department of Agriculture (USDA), certifies low-income individuals for SNAP and monitors authorized retailers who accept SNAP benefits for eligible food items.

The HFMI project is designed to develop and test methods that encourage SNAP households to buy and consume more qualifying fluid milk. This includes pasteurized cow’s milk without flavoring or sweeteners, packaged in liquid form, and fortified with vitamins A and D as required by health standards. The project also seeks to promote overall healthier dietary habits among SNAP participants.

Key objectives of the HFMI project include increasing milk purchases through EBT-integrated incentives, partnering with SNAP-authorized retailers to operate the incentive program, promoting awareness among SNAP households, and offering training and support to participating retailers. Additional goals include collecting data for evaluation purposes and educating consumers on the nutritional value of milk.

The estimated total funding for the program is $3,000,000. Awards can range from $1 to a maximum of $3,000,000. The anticipated performance period for this award runs from September 2025 through March 31, 2028.

Eligible applicants include state, local, territorial, and tribal government agencies, as well as non-profit organizations with 501(c)(3) status. Institutions of higher education may also apply if they meet the eligibility requirements. All applicants must be based in the U.S. or its territories and may submit only one application. Entities that are suspended, debarred, or located outside the U.S. or its territories are not eligible to apply.
