The World Food Programme is seeking applications for its Developing Resilience and Reducing Malnutrition Programme to support the Government of Burkina Faso in its goal of achieving Zero Hunger by 2030 through activities aimed at strengthening the capacities of the most vulnerable populations.
The initiative focuses on the creation of productive assets and facilitating population access to essential basic social services. Its global framework focuses on five key areas: protecting food systems before, during and after crises; restoring natural resources and supporting climate-resilient production; linking production to consumption; promoting healthy diets; and creating enabling environments for food systems.
In collaboration with government technical services, NGOs, associations, the private sector, universities and research institutions, WFP applies the three-pronged approach (3PA) to develop strategic and operational partnerships for implementing the Resilience Initiative.
Through this program, WFP seeks to reduce humanitarian needs by improving access to safe and nutritious food, restoring ecosystems, and supporting smallholder farmers. It also works to reduce import dependency and enhance food security and infrastructure. The alignment of interventions in Burkina Faso is based on national priorities, orientations of the National Strategic Framework, sectoral programs and projects, strengthening of national systems, acceleration initiatives, and the agro-pastoral offensive for food sovereignty.
The purpose of this call for proposals is to select a cooperating partner (NGO) to support resilience development and malnutrition reduction in the Bankui Region (Balé and Mouhoun Province), particularly in the communes of Boromo and Dédougou. The selected partner will oversee food distributions to participants engaged in work related to the creation of productive assets as part of WFP’s food assistance activities.
Eligible partners must be duly registered non-profit organizations in Burkina Faso and operational within the intervention areas. The selected NGO will be responsible for organizing and monitoring integrated resilience activities on the ground, in coordination with technical services, local authorities, and beneficiary communities.
The evaluation will consider several factors: local experience and presence, official recognition documents, compliance with tax and social security regulations, collaboration agreements with supervisory ministries, organizational age, experience in intervention areas, partnerships with international or UN institutions, and expertise in rural development, livelihood strengthening, agro-sylvopastoral production, and gender promotion.
Further criteria include sector expertise, experience with similar WFP projects, relevance of the proposed implementation strategy, coordination mechanisms, project management capacity, gender and protection integration, communication with communities, and contribution to the project budget.
The total budget must align with WFP forecasts, and proposals will be assessed for cost-effectiveness, contribution percentage, and rationality of planned activities against the proposed budget.
