The United Nations Development Programme (UNDP)/skills calls for Expression of Interest (EoI) from Public Organization/Civil Society Organizations (CSOs/NGOs/Employers/Employers’ Associations and Private Technical Training Providers/Institutes/Organizations) to conduct skills development training, support for skill testing of Returnee Migrant Workers (RMWs) and provide post training support in Madhesh and Lumbini Provinces.
Objectives
The purpose of this project is to enhance RMWs employability through skills training, certification and post training support for their transition to labour market employment as many RMWs have been rendered unemployed due to the COVID-19 pandemic. Following are the immediate objectives:
- To Select 1,500 RMWs in consultation with local governments and private sector organizations for short term skills development training and certification.
- To provide support for pre-counselling to 1,500 RMWs in consultation with concerned organizations.
- To deliver skills training to 1,500 RMWs on different occupational trades as identified by Rapid Market Appraisal based on modified apprenticeship (workplace-based learning) through customized courses, experiences, and past engagement.
- To parallelly facilitate for the apprenticeship training in collaboration with the local industries/enterprises/employers.
- To facilitate the conduction of skill testing (as part of certification process) to the trained 1,500 RMWs.
- To provide the trained RMWs with equipment/technology support as a part of transition to employment after the training completion.
- To Provide/support for the post training (e.g., soft skills, business plan development, mentoring, career counselling including market and financial linkages to the trained RMWs after training completion.
Note: Skill training, skill testing, post-training career counselling, technical support and mentoring will be carried out with intensive focus to women, historically disadvantaged, poor, and marginalized communities.
Themes
The main purpose of this project is the productive reintegration of RMWs into the labour market and the economy, particularly the women, historically disadvantaged, poor, and marginalized groups. The project works in four thematic areas:
- Programme Governance,
- Understanding migrants’ skills profiles,
- Developing training programmes,
- Transitioning to employment.
Sectors
The main purpose of this project is the productive reintegration of RMWs into the labour market and the economy, particularly the women, historically disadvantaged, poor and marginalized groups. This will be done through an integrated Public Private Partnership approach in skills training in three key economic sectors:
- Agriculture
- Construction
- Tourism
Eligibility Criteria
- A minimum of five (5) years of experience in the TVET, skills development and training.
- Experience of working with skills training, migration, and/or returnee migrants in the selected districts of Lumbini and Madhesh provinces.
- Experiences in selection of trainees and facilitation for the certification through National Skill Testing Board (NSTB).
- Registered as per the rules of federal, provincial, and local governments of Nepal and affiliated to Council for Technical Education and Vocational Training (CTEVT).
- Sound understanding of skills development training and preferably issues concerning to returnee migrant workers in Nepal.
- VAT/PAN registration.
- Registration of organization in respective Municipalities/District/Provinces (registered as main office stationed in one of the Provinces).
- Documents related to company articles and registration certificates (Company Registrar/Office of CSI, Municipal Office).
- Latest Audit Report(s) and at least 2 million of transaction in last 2 years.
- Tax Clearance Certificate.
- Expression of Interest (EoI) in the prescribed template.
Documents Required
- Organizational profile (should include details of available physical infrastructure and equipment required for the skills training in different occupations of Agriculture/Construction/Tourism Sectors).
- Latest Audited Financial Statement of FY 2077/78.
- CVs of company personnel (both technical & non-technical staff) proposed for the project (include their written consent for the proposed role).
- Experience letters working with relevant organizations.
- VAT/PAN registered and Tax clearance certificate.
