The Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications from eligible organisations for a program entitled “Mexico Correctional Training Capacity Enhancement “.
The primary aim of the INL Mexico program is to support the GOM in improving the professionalism and effectiveness of Mexican prison officials and staff to:
- Identify, monitor, track and interdict transnational criminal organization (TCO) activities operating within and emanating from Mexican prisons;
- Ensure inmates held in federal and state institutions serve sentences without escape or impunity, and under humane conditions that encourage a culture of lawfulness; and
- Prepare inmates for reintegration and reinsertion into society as responsible citizens.
Goals
- Train approximately 1,000 or up to 1,300 GOM prison officials over a two-year period, assuming class sizes of approximately 25 – 30 students. INL Mexico Corrections Team will coordinate with the grantee to ensure these wide range training courses enable Mexican correctional officials to gain essential skills and enhance professional competency in the areas of correctional operations and management.
- Develop a sense of professionalism, common goals and vision, and career-based comradely and cohesiveness among Mexican correctional officials through training that is tailored to Mexico and Mexican officials.
- Provide continuity in classes that facilitates the development of ties between U.S. and Mexican prison professionals, and which consist only of Mexican officials.
Funding Information
- The anticipated total federal funding amount is $3,000,000.
- The period of performance is two years with an anticipated start date of July 1, 2016.
Eligibility Criteria
- Applicants who are eligible to apply include: U.S. state governments and/or their corrections departments
- Must have demonstrated experience implementing similar education or capacity-building programs, preferably in Mexico.
- INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the proven ability to produce course materials, deliver training, and conduct evaluations in both Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Organizations may form a consortium or partnership and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
- INL encourages applications from potential new partners.
