The United States Department of State’s Bureau of Western Hemisphere Affairs (WHA) is seeking applications from organisations to support the Small Business Network of the Americas (SBNA) Partnership Program.
The desired impact of the SBNA Partnership Program is to help small business grow faster in local markets and participate more in international trade opportunities. The intermediate goal is to incentivize the formation of center-to-center partnerships from among the community of over 4,000 service providers in the Western Hemisphere and to expand the number of service providers participating in the network.

- Increase growth of high potential Central American entrepreneurs
- Strengthen existing center-to-center partnerships.

Funding Information
- Subject to availability of funds, WHA intends to issue an award to not exceed $2,970,297 Economic Support Funds (ESF) for a project period up to three (3) years in which $1,970,297 will support Central America participants.
- $1,000,000 may be available to other Western Hemisphere countries outside of Central America.
Eligibility Criteria
- Applicants that are eligible to apply are U.S. based non-profit/non-governmental organizations (NGOs) having a 501(c) (3) status with the IRS, overseas non-governmental organizations (NGOs), U.S.-based institutions of higher education, accredited foreign institutions of higher education, and public international organizations (PIOs) that are able to respond to the NOFO and be able to mobilize in a short period of time.
- Organizations must have a commitment to non‐discrimination with respect to beneficiaries and adherence to equal opportunity employment practices. Non‐discrimination includes equal treatment without regard to race, religion, ethnicity, gender, and political affiliation.
- Applicants are reminded that U.S. Executive Orders and U.S. law prohibits transactions with and the provision of resources and support to, individuals and organizations associated with terrorism. It is the legal responsibility of the Recipient to ensure compliance with these Executive Orders and laws. This provision must be included in any sub‐awards issued under this grant award.
