The Embassy of the Kingdom of the Netherlands in Lebanon is seeking proposals for its Human Rights and Democracy programme.
The programme and its Human Rights and Democracy Funds aim to make a difference to people’s lives, helping to promote good governance and protect human rights.
Themes
- Human Rights Fund
- To be eligible for a contribution under the Human Rights Fund activities must relate to one or more of the following themes:
- Freedom from Torture and Inhumane Treatment
- LGBT Rights
- Women participation in politics and public decision making processes and institutions
- To be eligible for a contribution under the Human Rights Fund activities must relate to one or more of the following themes:
- Democracy Fund
- To be eligible for a contribution under the Democracy Fund, activities must relate to one or more of the following themes:
- Accountability and Transparency (i.e. monitoring reforms; fighting corruption)
- Enhancing citizenship; (i.e. enhancing dialogue)
- To be eligible for a contribution under the Democracy Fund, activities must relate to one or more of the following themes:
Eligibility Criteria
- Human Rights Fund
- Only national non-governmental and non-profit organizations can apply (consortiums are allowed).
- Duration of the project must be 2-3 years.
- A minimum indicative budget of EUR 150.000. For budgets above EUR 250.000, the applying organisation should be competent and capable of reporting using the IATI system (co-funded programmes are welcome).
- Activities are to be implemented in Lebanon only.
- Charitable and commercial activities are not eligible. Research studies, academic courses, workshops/training abroad and equipment are not funded.
- Democracy Fund
- National and international non-governmental and non-profit organizations with offices in Lebanon can apply (consortiums are allowed).
- Duration of the project must be 2-3 years.
- Minimum indicative budget of EUR 600.000 for a 2 year project and EUR 800.000 for a 3 year project (co-funded programmes are welcome).
- Activities are to be implemented in Lebanon only.
- Charitable and commercial activities are not eligible.
- Preference is given to activities involving youth of different sectarian backgrounds.
Selection Procedure
- The assessment procedure shall consider the following components:
- organizational capacity and track record of the implementing organization;
- whether the proposed activity relates to one or more of the highlighted priorities;
- whether the proposal contains a specific, measurable, achievable, realistic and time-related realization of its objective(s);
- whether the proposed schedule of implementation is well planned and the duration is reasonable;
- whether the proposed budget is realistic and cost-effective with full justification for every expenditure item;
- sustainability of the activity;
- whether gender is a cross-cutting theme in the proposed action plan;
- whether youth are involved in the project;
- novel and innovative intervention;
- communication with relevant stakeholders such as officials and community representatives;
- the past performance of the applicant, including the effectiveness of past projects, activities or initiatives; and
- whether there is, or is likely to be, a duplication of previous initiatives by this organization or other organizations.
- activities in the area of culture, sports, art or theater are not eligible.
