Call for Proposals to Scope Future Framework of Alliance for Biodiversity Knowledge

The Government of the Solomon Islands, through the Ministry of Environment, Climate Change, Disaster Management and Meteorology, has issued a Request for Proposals (RFP) inviting qualified consultancy firms and non-governmental organizations to participate in the SAFE Project.

This initiative aims to protect endemic biodiversity, strengthen ecosystem resilience, and promote sustainable livelihoods, particularly by addressing challenges such as invasive species and unsustainable land use practices.

The selected organization will be responsible for developing and implementing resilient blue and green livelihood models in Malaita Province, working directly with local communities to restore natural habitats and support sustainable income generation. The assignment includes conducting assessments, designing community-based livelihood strategies, supporting value chain development, and connecting beneficiaries to sustainable markets and financing opportunities.

The consultancy will run for twelve months, starting in mid-2025 and concluding in mid-2026. Throughout the implementation period, the firm will collaborate closely with stakeholders to ensure inclusive participation, with a strong focus on gender equality, youth empowerment, and environmental protection. Organizations with proven experience in community development, conservation, value chain enhancement, and small island ecosystems are strongly encouraged to apply.

Strict eligibility restrictions apply to this opportunity. Firms or NGOs that are prohibited from participation under a UN Security Council decision, or those blacklisted by the Solomon Islands Government or any international development agency, will not be considered. Furthermore, any consultancy attempting to influence the selection process through unethical means—such as discrediting competitors, offering gifts, payments, or benefits to officials, or exerting threats toward selection panel members—will be immediately disqualified. Similarly, falsification of information related to past performance or references will result in automatic exclusion from consideration.
