SEEDS, Elrha’s Humanitarian Innovation Fund (HIF) and ADRRN Tokyo Innovation (ATIH) initiative is seeking ideas on how to address challenges relating to flooding and water scarcity in urban and peri-urban areas in India.
The SEEDS-ATIH-HIF initiative will take place between October 2019 and March 2020 and includes two workshops with a period in between for innovation teams to undertake further research to inform the development of an innovation. After the second workshop the call for funding proposals will open; more specific information on this opportunity will be provided at the workshops (and will only be open to workshop participants).
Phases
They invite applications from groups/teams that hope to gain a better understanding of a problem that they are trying to tackle, in order to develop new and improved products and services for disaster risk management. The initiative is in two 2 phases.
- Phase I: Call for applications to participate in workshops for idea generation, collaborate & improvement workshops
- This call for application from groups/teams to participate in two workshops, which comprise the first phase of the initiative. They are looking for 8 groups/team to participate in the workshop process. These workshops are designed to guide participants through a process of understanding problems and developing potential solutions.
- Phase 2: Seed funding to explore, evaluate and implement the ideas
- Following the workshops, there will be the opportunity for each of the selected participating groups to apply for seed funding up to £10,000 (per group/team) to further explore their ideas over a 6 month period. Funding will be awarded to between 3 and 5 groups for this stage.
- The 3-5 groups/team that receive seed funding will be eligible to apply to a second funding stage, where a total of £50,000 is available to fund 1-2 groups with the most promising and achievable idea. They will have a year to implement this.
The Process For Workshop
- They are looking to select 6-8 teams to participate in both workshops. The application requires applicants to:
- Identify a specific problem that presents a gap or opportunity for innovation
- Make an informed assessment of the different sets of expertise that are required to understand and respond to the problem
- Provide the details of a further 2-3 people with demonstrated expertise in relevant areas who are committed to attending the workshops along with applicants as part of their team
- Initial applications should be submitted by a ‘lead applicant’ who works for a relevant organisation, is passionate about the problem they are seeking to solve, and able to coordinate and bring together team members. They would favour teams that comprise more than one organisation as a partnership. The lead applicant and all team members must commit to attending both workshops, and to carrying out 1-2 days of research in-between.
What is included in the package?
- 2 x 3-day fully facilitated workshops at a venue in New Delhi, including refreshments and lunch, for up to three team members
- Travel will be covered for one member of each team (organisations are expected to contribute in the form of funding travel for other team members)
- 2 nights’ accommodation with breakfast and dinner for those living outside of the venue city for each workshop
- Travel expenses for one member of the team if travelling within India from outside of Delhi (remaining two team members need to cover their own costs)
- Up to INR 24,000 to cover expenses related to research to be carried out in between the two workshops (available on the provision of receipts)
Eligibility Criteria and Evaluation Criteria
Applications will be assessed against the following criteria:
- The lead applicant must be a legally registered national NGO or social enterprise based in India.
- The team must include a good spread relevant skills and experience (e.g. interest in innovation, expertise in disaster risk reduction, humanitarian response, and experience/ expertise related to the problem identified and articulated in the proposal).
- The team applications submitted by a consortium of organisations will be looked upon favourably.
- The team must demonstrate close links with the communities whose problems they are seeking to address.

- Must be available to attend both workshops.
The proposal should:
- Focus on a problem that is relevant to the thematic focus outlined in this document (water and the changing nature of disaster risk).
- Demonstrate an understanding of the impact of the problem on stakeholders.
- Demonstrate an understanding of the expertise required to address the problem articulated.
