The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is seeking proposals for its program entitled “Building a Stronger Evidence Base: A Gender Sensitive Approach to Preventing Violent Extremism in Asia and the Pacific”.
Taking into consideration the growing threat of violent extremism in Asia and the Pacific, UN Women with the support of the government of Japan is seeking to expand its efforts in the area of preventing violent extremism through empowered women’s influence in building resilient communities, with regional components and a country focus in Indonesia and Bangladesh.
Activities
- Develop a workplan for the project with timelines, including field work, taking into consideration local context.
- Develop survey tools and a research method
- Organize an inception workshop with relevant stakeholders to validate the research
- Conduct an assessment of UN Women’s social cohesion programming in Bangladesh and Indonesia which tests the theory of change underlying the project, defines progress towards achievement of results, relevance of results achieved and appropriateness of strategy, approaches, programme design, potential sustainability of results achieved, lesson learned on both substantive and project management issues and recommendations for future programming by UN Women. The assessment should be ongoing, conducted throughout the project period, with an interim and final report.
- Conduct three mappings of PVE and gender-related initiatives for Indonesia, Bangladesh and the Asia and Pacific region.
- Conduct one research study with qualitative and quantitative data based on the assessment of UN Women’s programming, addressing knowledge gaps.
- Conduct a minimum of three workshops on the findings of the research for a minimum of 15 participants per workshop. One of the workshops must be a validation of the research funding. The workshops must be conducted in Thailand and/or Indonesia and/ or Bangladesh. The contractor is expected to cover all the costs related to the workshop organization including the travel costs.
- Develop a minimum of three knowledge products for the promotion of evidence-based advocacy on promoting a gender sensitive approach to preventing violent extremism on topics arising from workshop discussions and the findings of the research.
Eligibility Criteria
- The team composition is expected to include at least an overall team leader and research focal points based in Bangladesh and Indonesia.
- The overall team Leader should have:
- Master’s degree (or equivalent) in International Development Studies, Social Sciences, Politics, Law, Human Rights, Gender, Women Studies, Economics, Monitoring and Evaluation or related field.
- Minimum of 10 years relevant experience conducting research including substantive studies of sensitive issues such as violence against women, gender-based violence, gender equality and terrorism/violent extremism, women, peace and security.
- Substantive experience in undertaking similar project evaluation or project impact assessment with a strong gender focus is preferred.
- Proven experience in producing coherent, clear analytic reports and knowledge products.
- The research foal points in Bangladesh in Indonesia should have:
- BA degree in International Development Studies, Social Sciences, Politics, Law, Human Rights, Gender, Women Studies, Economics, Monitoring and Evaluation or related field.
- Minimum of 5 years relevant experience conducting research including substantive studies of sensitive issues such as violence against women, gender-based violence, gender equality and terrorism/violent extremism, women, peace and security.
