USAID/Bureau for Food Security (BFS) is inviting concept notes for a programme entitled, “Feed the Future Strengthening Agricultural Innovation Capacities.”
Under the STIP APS, USAID/BFS aims to strengthen capacities for agricultural innovation. It is the process whereby individuals or organizations generate and bring existing or new technologies, practices, and/or forms of organization into social and economic use to increase effectiveness, competitiveness, resilience to shocks, and/or environmental sustainability, thereby contributing to sustainable reducing global hunger, malnutrition, and poverty.
The Bureau for Food Security, which leads Feed the Future, leverages the strengths of other U.S. government partners, multilateral institutions, NGOs, the private sector, universities and civil society organizations to support country-driven food security and agricultural strategies and invests in strengthening both public and private institutions that underpin growth in the agricultural sector.

Eligibility Criteria
- This Addendum is open to individual entities and consortia of entities in partnership. Consortia may be composed of any combination of public, private, for-profit, and nonprofit organizations, higher education institutions, public international organizations, non-governmental organizations, US and non-US governmental organizations, multilateral and international donor organizations.
- At least one entity (either in the prime or subprime role) must be a higher education institution (HEI) in the United States or a HEI from a low- or middle-income country (LMIC) where there is a USAID Mission.
- Consistent with guidance from USAID/Bureau for Economic Growth,
- Education, and Environment (E3)/Education, an HEI is defined as an organization that provides educational opportunities that build on secondary education, providing learning activities in specialized fields; this may include public or private universities, colleges, research institutes, training institutes, etc
