The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for projects that promote civil society, the rule of law, and transparent and accountable government across Southeast Asia and the Pacific region.
DRL seeks a regional program that promotes sound, just, and responsive governance through efforts to counter corruption while encouraging strong and active civil society, democratic institutions responsive and accountable to citizens, commitment to fundamental freedoms and universal values, and public sector accountability and transparency. A competitive regional program will engage with a broad range of civil society actors and activists to identify specific human rights and governance gaps across Southeast Asia and the Pacific and design initiatives to address those needs.
Proposed regional programs should focus on Southeast Asia and the Pacific region. Projects should have a regional approach or focus on at least three countries in the Southeast Asia and Pacific region. DRL encourages the inclusion of activists from other countries in East Asia or other regions around the world where their participation would strengthen advancement of transparent and accountable governance, human rights, and anti-corruption in Southeast Asia and the Pacific. DRL strongly favors applicants with a proven ability to implement a regional program, and seeks an approach that includes opportunities for sub-grants and other methods of support to address needs identified by civil society stakeholders and activists.
For all programs, projects should aim to have impact that leads to reforms and should have the potential for sustainability beyond DRL resources. DRL’s preference is to avoid duplicating past efforts by supporting new and creative approaches. This does not exclude from consideration projects that improve upon or expand existing successful projects in a new and complementary way. Programs should seek to include groups that can bring perspectives based on their religion, gender, disability, race, ethnicity, and/or sexual orientation and gender identity. Programs should demand-driven and locally led to the extent possible. DRL also requires all of its programming to be non-discriminatory and expects implementers to include strategies for integration of individuals/organizations regardless of religion, gender, disability, race, ethnicity, and/or sexual orientation and gender identity.

Eligible Applicants
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/non-government organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
- Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs. The allowability of costs incurred by commercial organizations is determined in accordance with the provisions of the Federal Acquisition Regulation (FAR) at 48 CFR 30, Cost Accounting Standards Administration, and 48 CFR 31 Contract Cost Principles and Procedures.
