The United States Department of State’s Bureau of Counter terrorism(CT) has announced Notification of Funding Opportunity (NOFO) ‘Regional and Bilateral Countering Violent Extremism Support in the Western Balkans’, to ensure that governments and civil society build and maintain effective partnerships and capacity to prevent and reduce terrorism inspired by ISIS and other terrorist groups.
This includes efforts to:
- Promote understanding of the drivers of radicalization and recruitment to terrorism;
- Increase the capacity of governments, sub-national authorities, and civil society to implement strategies and activities that target the lifecycle of violent radicalization, including prevention, intervention, disengagement, and rehabilitation;
- Increase resilience in communities that are vulnerable to, or targeted for, radicalization and terrorist recruitment
Objectives
In support of this goal, this program has 3 key objectives:
- Build bilateral, sustainable, local capacity to operationalize and implement national CVE strategies and action plans in Albania and Macedonia to reduce the incidence of terrorist recruitment, radicalization, and inspiration;
- Facilitate regional cooperation and collaboration on CVE capacity building projects, approaches, lines of effort in support of national CVE strategies;
- Build and support localized, sustainable counter-messaging campaigns and approaches online to reduce the threat of terrorist recruitment and radicalization throughout the region in Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia.

Eligibility Criteria
Applications must:
- Demonstrate past performance, experience, and expertise in implementing CVE programming in the Western Balkans.
- Demonstrate in-depth understanding of the political landscapes, sensitivities, history and culture of countries in the Western Balkans.
- Narrate a clear understanding of the nexus between proposed activities and the drivers of terrorism in the region
- Identify how current projects, programs, and institutions related to CVE in Albania, Macedonia, and the region will impact, and be integrated into, the proposed efforts.
- Incorporate relevant local and international expertise in CVE in both components of the project.
- Applicants should emphasize the development of an institutional framework, training, and technical approach that incorporates adult learning best practices in mentoring and advising.
- Applicants should also identify ways to engage with the array of civilian government actors in trainings that can help government officials and key civil society members contribute to successful development of CVE approaches.
