The United Nations Development Programme (UNDP) is inviting applications from national academic and research institutions, as well as capacity building organizations in Viet Nam, to design and pilot training courses on digital transformation for local government leaders.
This initiative, running from October 2025 to April 2026, aims to strengthen the digital awareness and implementation capacity of provincial and commune-level leaders, with a particular focus on regions with large ethnic minority populations.
The overall objective of the assignment is to enhance the digital competencies of government leaders in order to improve the quality and efficiency of public services delivered to citizens and businesses. By equipping leaders with the knowledge and tools needed to embrace digital transformation, UNDP seeks to accelerate inclusive governance and sustainable development outcomes across the country.
The project’s first goal is to assess the current level of digital competence among provincial and commune officials, identifying key gaps and areas requiring improvement. Building on these findings, the initiative will enhance awareness and technical capacity on digital transformation, including data governance and the integration of artificial intelligence. This is expected to strengthen not only the understanding of emerging technologies but also their responsible and effective use in public administration.
Another important objective is to create platforms for knowledge exchange among leaders from different provinces and cities. Through experience sharing and the presentation of good practices, local officials will gain insights into successful digital transformation models already underway in Viet Nam. This collaborative learning process is designed to foster innovation, adaptability, and cross-provincial cooperation.
By investing in the digital skills of government leaders, the project will contribute to building more responsive and efficient governance systems that can meet the evolving needs of citizens and businesses. It represents an important step toward advancing Viet Nam’s digital transformation agenda, ensuring that no community, including those with ethnic minority populations, is left behind in the process.
