The programme values projects that draw people into the natural surroundings of Papakura, including its parks, harbours, and streams. It also supports those that aim to improve and activate public spaces, provide safer cycling and walking routes, and deliver services and facilities that meet evolving community needs. In addition, initiatives that strengthen business networks and promote economic development are welcomed.

Projects taking place within the local board area, or those that demonstrate a clear benefit to the Papakura community, will be given higher priority. The board also looks favourably upon applicants who collaborate with other groups, explore other funding sources, or incorporate healthy environmental practices into their work. Proposals that emerge from within the community and are designed to serve local residents are particularly encouraged.

However, some applications may receive lower priority. This includes those that focus primarily on fundraising events or seek funding for travel, salaries, catering, vehicles, or electronic equipment. Applications may also be considered less urgent if the financial need is not well demonstrated.

Certain types of projects are not eligible for funding. These include requests from applicants who have not completed previous accountability requirements or have already received funding for the same project in the same financial year. Events or projects that have already occurred, or that offer little benefit to the local area, will not be considered. The programme also requires transparency in financial tracking, meaning that cash payments which cannot be properly documented, such as direct payments to volunteers, cannot be funded.

The Papakura Local Grant programme reflects a commitment to community-led growth, cultural celebration, and sustainability. It invites applications that are thoughtful, inclusive, and focused on lasting benefit for the people of Papakura.
