The United Nations Population Fund (UNFPA) has launched a call for expression of interest for implementing the Girls Assets Framework (GAF) in orphanages across Egypt.
The focus areas include disability and inclusion, gender equality and women empowerment, training, capacity building and capacity development, and youth leadership and participation.
The Girls Assets Framework is part of the Noura Framework, a national initiative launched in 2021 by UNFPA in collaboration with the Ministry of Planning and Economic Development, the National Council for Women (NCW), and the National Council for Childhood and Motherhood (NCCM). Endorsed by First Lady Intissar al-Sisi, the initiative symbolizes empowerment of adolescent girls across Egypt by building their health, social, economic, and digital assets. It aligns with Egypt’s Vision 2030, the National Strategy for the Empowerment of Egyptian Women, and the National Project for the Development of the Egyptian Family, while also contributing to the Sustainable Development Goals (SDGs) by promoting gender equality and empowerment of all women and girls.
The call seeks to empower adolescent girls aged 10–14, particularly those most marginalized, by equipping them with essential skills and knowledge to make informed life choices. It also emphasizes community engagement by fostering positive social and gender norms through interactive approaches such as theater, sports, and arts. In addition, the program aims to strengthen systems by enhancing the capacity of service providers, advocating for supportive policies, and creating circles of allies where men and boys engage in supporting girls’ empowerment.
Applications will be evaluated based on clarity of activities and expected results, experience working with UN agencies and INGOs, project management capacity, expertise and experience in orphanages and care facilities, ability to maintain necessary approvals, and realistic timelines.
The application deadline is September 10, 2025, with results to be announced on September 11, 2025. The project is scheduled to run from October 1, 2025, to December 31, 2026, in Asyut Governorate.
