Call for EOIs: Training of Trainers Partners for E-Mobility in Tanzania

UN-Habitat is inviting Expressions of Interest (EOIs) from academic or research institutions, not-for-profit organizations, and governmental or inter-governmental entities to design and deliver a technical Training of Trainers (ToT) programme. This initiative is focused on building the capacity of 15 senior academic and TVET staff in Tanzania.

The training programme falls under the EU’s Global Gateway initiative, which supports sustainable, smart, and secure infrastructure projects globally. In Tanzania, the EU is funding the Port of Dar Es Salaam – Trade and Transport Improvement Project, which aims to enhance trade efficiency, sustainability, and regional connectivity. A key component of this project is supporting Tanzania’s transition to a low-carbon, innovative transport system.

The ToT programme will strengthen the knowledge and skills of university and TVET trainers in electric mobility. Participants will gain comprehensive training on electric vehicle technologies, including different vehicle types such as two-wheelers, three-wheelers, four-wheelers, buses, and trucks. The curriculum will also cover charging infrastructure, battery systems, and emerging business models.

Interactive teaching methods, hands-on sessions, and technical demonstrations will ensure that participants are prepared to deliver updated, practical e-mobility content within their institutions. The overall goal is to develop a workforce capable of supporting Tanzania’s low-emission transport goals.

UN-Habitat will contribute up to USD 17,000 in funding for the project. Applicants must also mention their counterpart contributions—both cash and in-kind. The training programme is scheduled to begin by 15 October 2025 and conclude by 31 December 2027.

The training will include modules on key areas such as e-mobility concepts, types of EVs and powertrains, battery systems and safety, charging infrastructure, EV business models, policies and regulations, adult learning strategies, practical labs, and training implementation planning. Monitoring and evaluation tools will also be integrated to track outcomes and effectiveness.

Interested organizations must submit an EOI that outlines their relevant experience, especially in delivering technical training in e-mobility, sustainable transport, or related sectors. Prior experience in Tanzania or similar settings is particularly valuable.

Applicants must present a conceptual approach to the ToT, including technical modules, learning methodologies, digital tools, gender inclusion strategies, and risk mitigation plans. The team’s qualifications, an indicative timeline, estimated budget, and resource needs must be detailed.

The EOI should also include the organization’s intended contributions in cash and in-kind, annual budgets and reports from the last two years, the two most recent audited financial statements, and information on governance structure, staffing qualifications, and available infrastructure.
