UN-Habitat is inviting proposals from not-for-profit organizations and public institutions to strengthen the capacities of local government officials and local state administrations in designing and implementing effective housing and urban recovery projects. This opportunity focuses on delivering advanced training on housing and urban development policies.
The selected organization will be responsible for developing and deploying a capacity development programme that equips local governments with a better understanding of housing regulations, recovery mechanisms, and urban development solutions. This will allow local actors to better meet recovery needs and actively participate in policy discussions at the national level. The project also supports regional administrations in coordinating recovery strategies and interventions.
To facilitate these goals, UN-Habitat has established an Urban Lab in Ukraine, serving as a hub for participatory planning and strategic urban recovery. The Urban Lab promotes inclusive and resilient development by fostering collaboration among local and international experts and addressing both immediate and long-term recovery solutions.
The total funding available for this initiative is approximately USD 50,000, with a project duration of four months. The project will involve two main components: developing the capacity-building programme and piloting it in three Ukrainian regions—Kyivska, Lvivska, and Poltava oblasts. Proposals may include additional deliverables, as long as they align with the project goals and remain within the designated budget.
To be eligible, organizations must be legally registered non-profits or public institutions, with valid registration documentation in their country of origin and operation. They must have a clear operational presence and a detailed organizational profile, including vision, mission, management structure, and governing board details.
Applicants are required to submit their latest annual report, audited financial statements for the last two years, and proof of financial capacity. Organizations must be willing to manage a separate bank account for project funds and are expected to sign and submit a Partner Declaration Form to ensure compliance with UN-Habitat’s integrity and governance standards.
