The Tote Board Arts Fund supports local artists and arts groups in bringing the arts into communities and creating opportunities for shared experiences that foster connection. The fund is overseen by a committee appointed by the National Arts Council (NAC).

Applicants may receive up to 50% of a realistic project budget, with funding capped at $60,000 per financial year. For FY2025, this period runs from 1 April 2025 to 31 March 2026.

To qualify for funding, projects must demonstrate a thoughtful approach toward fulfilling at least one of the following goals: helping audiences or participants connect with other social groups; increasing awareness and appreciation for local arts and artists; fostering a sense of national pride; and encouraging harmony across diverse social and cultural backgrounds.

Projects may be conducted in physical formats, digital formats, or a combination of both. Physical events require an Arts Entertainment Licence unless exempt. Digital content must follow IMDA’s Internet Code of Practice and be suitable for general audiences. Priority is given to projects with wide accessibility.

Certain activities are not eligible for funding. These include projects organized by for-profit entities, events tied to schools or academic curricula, and projects receiving funding from other Tote Board-supported institutions. Fundraising events, private or religious/political activities, training courses, research, and international touring are also excluded. Additionally, projects unable to obtain the necessary Arts Entertainment Licence cannot be funded.

Eligible applicants include individual Singapore Citizens or Permanent Residents (PRs) recognized as practicing artists, non-profit arts organizations registered with ACRA or the Registry of Societies, and informal groups or collectives with a majority of Singaporean or PR members. Projects may involve foreign collaborators, provided the lead applicant and at least half the artistic team are Singaporean or PR.

Applications must include a short synopsis (up to 500 words) outlining the project’s goals, community outreach, and key personnel. A detailed projected budget, CVs of involved parties, and samples of previous work or manuscripts (especially for visual arts, theatre, and literary arts) are required. Non-English scripts must be accompanied by English translations.

In some cases, additional documentation may be requested, such as work samples or letters of support for individuals or unregistered collectives, as well as other materials relevant to the proposal.
