Call No. 2: NGO Capacity Building and Financial Support in Lithuania

The European Commission has opened a new competitive call for proposals for NGOs to participate in capacity building and receive financial support.

This opportunity aims to support collaborative projects that address pressing challenges — such as health, environmental sustainability, security, digital transformation, and social cohesion — by fostering cross-border cooperation and strengthening the European Research Area’s impact.

Successful proposals will be expected to bring together diverse partners from academia, industry, civil society, and public institutions. They should define clear work plans, scalable solutions, knowledge transfer mechanisms, and outcomes that can influence wider policy or practices. Emphasis will be placed on innovation, inclusion, and ensuring that project results are meaningful across the EU and beyond.

Budgets and durations vary depending on the call topic, but multiyear funding is generally available, allowing for sustained implementation. For this specific call, the total funding available is €300,000, and the expected duration of participation is 18 months, providing a substantial period for partners to collaborate and deliver impactful results.

Eligibility requirements are specific to NGOs based in Lithuania. Applicants must be legally established and operating as non-profit, voluntary organizations independent from government, political parties, or commercial entities. Religious institutions, trade unions, and political parties are not considered NGOs. Eligible organizations must have been registered in Lithuania for at least one year by 18 September 2024, and their activities must align with and actively promote EU values and fundamental rights. In addition, their average annual expenses over the past three years (or since establishment) must not exceed €400,000, and they must have submitted both financial and activity reports for 2022, 2023, and 2024 to the National Center of Registers. The Open Lithuania Foundation must not be a shareholder, and applicants must not have completed the Foundation’s long-term capacity building program in the last three years (2023–2025).
