The Community Assistance Program – State Support Services Element provides funding to states and territories to offer technical support to communities participating in the National Flood Insurance Program (NFIP). This support may include mapping, regulatory guidance, compliance monitoring, and organizing training or workshops. The program also helps evaluate how well communities implement floodplain management efforts.

The goal of this funding initiative is to reduce flood risks and help states and territories prevent losses through better floodplain management. It aims to boost the capabilities of State NFIP Coordinating Agencies to assist flood-prone communities more effectively.

Key objectives include increasing the ability of state and territory programs to meet performance benchmarks and respond to disaster events. The funding also supports helping local communities comply with NFIP regulations by improving enforcement, auditing practices, and resolving compliance issues.

In addition, the program encourages states to ensure timely adoption of updated flood risk data and related regulatory changes. It also promotes the adoption of higher floodplain management standards by local communities. Another priority is to strengthen awareness and understanding of floodplain management among local officials and stakeholders through outreach, training, and technical support.

Coordination with other state, territorial, and federal agencies is encouraged to ensure floodplain management data contributes to broader risk reduction activities.

The estimated total program funding is $15 million, with individual awards ranging from a minimum of $65,000 to a maximum of $750,000. The performance period is expected to run from July 1, 2025, to June 30, 2026.

Only designated State NFIP Coordinating Agencies from all 50 states, the District of Columbia, and U.S. territories are eligible to apply. These agencies must be officially designated by statute or a Governor’s declaration. Sub-applicants and subawards are not permitted under this opportunity.
