Enhancing Livelihoods and Smallholder Agriculture Markets (ELSAM) Project – Zambia

U.S. Embassy Mozambique Public Diplomacy Section (PDS) Annual Program Statement

Deadline: 12-Aug-2025

The World Food Programme (WFP) has introduced the Enhancing Livelihoods and Smallholder Agriculture Markets (ELSAM) Project. This initiative aims to boost the involvement of smallholder farmers, especially women and youth, in sustainable and resilient agriculture. The focus is on low-carbon, circular, and nutrition-sensitive value chains that provide quality, nutritious food to the population.

The project covers a range of cross-sectoral areas such as gender equality, youth leadership, capacity development, and livelihoods. It also focuses on specific sectors like fisheries and aquaculture, forestry, agricultural market support, and general nutrition.

The ELSAM Project is being implemented in various regions of Zambia, including Muchinga, Lusaka, Southern, Eastern, and Central provinces. It aims to promote climate-sensitive and sustainable agricultural practices, including regenerative farming and innovative production systems, to help farmers build resilience and protect the environment.

Another key goal is to improve financial inclusion for smallholder farmers, particularly women and youth, by facilitating access to financing, inputs, and services. The project supports farmers’ participation in agri-food value chains to create diversified livelihoods and decent employment.

It also works to enhance market access through digital platforms, private-sector aggregation networks, and systems focused on nutrition-sensitive value chains. Additionally, the project promotes the use of new technologies for agro-processing, food preservation, post-harvest management, and value addition, while encouraging better nutrition and dietary practices.

Proposals for participation in the project are evaluated based on their relevance to the expected outcomes, sector expertise, cost-effectiveness, and accountability to communities.
