Eligibility Criteria

Eligible organizations must:

• Be non-profit and legally registered in Spain

• Operate independently from governments, political parties, and profit-making entities

• Work in the public interest for societal welfare without seeking political power

• Have a clearly defined mission and internal structure in founding documents

• Operate transparently by publishing annual activity and financial reports

• Have no outstanding public debt

• Provide a signed declaration affirming respect and promotion of fundamental EU rights and values

Types of Organizations:

• Roma organizations: Majority of leadership and staff are Roma

• Pro-Roma organizations: Work toward Roma inclusion but leadership is not predominantly Roma

• Preference is given to Roma organizations, and small NGOs with average annual incomes below 50,000 EUR over the last three years receive additional points

• Organizations that received a ROVA 2025 grant are not eligible
