The Italian Agency for Development Cooperation – Cairo Office (AICS-Cairo) has launched an EU-funded Expression of Interest for eligible service providers to design and implement institutional capacity strengthening and digital systems development for the National Council for Persons with Disabilities (NCPD) in Egypt.

The focus areas of the project are to strengthen the institutional and digital capacity of the NCPD to deliver on its mandate of promoting, protecting, and monitoring the rights of persons with disabilities in Egypt; design, develop, and operationalize an integrated NCPD complaints system and enhance its institutional website, ensuring alignment with the Council’s strategy, mandate, and persons with disabilities’ needs; develop a comprehensive Operational Manual (SOPs) for the complaints system; define the strategic objectives, target audiences, and functional requirements of the NCPD website through participatory workshops; and provide training, post-launch support, and sustainability planning for NCPD staff.

This EU-funded initiative, implemented by AICS Cairo under the “Strengthening the NCPD” project (Contribution Agreement: NDICI-GEO-NEAR/2023/450-429), aligns with Egypt Vision 2030’s “Social Justice” pillar and supports the State’s constitutional commitments to empower persons with disabilities. The project builds on Egypt’s progress under Law 10/2018 and aims to reinforce the NCPD’s capacity as the national coordinating body for disability rights, enabling it to develop transparent, inclusive, and accessible systems.

The assignment covers national-level implementation with the NCPD headquarters in Cairo serving as the main beneficiary. It includes enhancement of two key systems: the institutional website and the complaints management system. Service providers will carry out institutional and functional reviews, conduct staff training, develop interactive complaints mechanisms, and ensure compliance with accessibility standards and user-centered design.

Eligible service providers must be legal persons established in an EU Member State or eligible territory, with relevant experience in institutional development, digital transformation, ICT, and capacity building. Applicants must demonstrate a minimum average annual turnover of EUR 20,000 over the past three years, a current ratio of at least 1, and a record of similar project experience involving at least five full-time staff members.
