RFPs: Provision of Services for the Capacity Development of Civic Groups

The United Nations Development Programme (UNDP) is inviting grant applications to provide services that strengthen the capacity of civic groups. This initiative is part of a three-year project focused on empowering grassroots organizations to champion gender equality through capacity building, participatory engagement, and advocacy efforts. The goal is to enable local civic groups and CSOs to connect with each other and with citizens using participatory tools and methods in six selected municipalities.

The project will be implemented in Türkiye across Adana, Bursa, Diyarbakır, Eskişehir, İzmir, and Ordu, with at least 30% of participants coming from neighboring provinces to ensure wider regional outreach. The selected service provider will carry out three main tasks: engaging stakeholders and organizing networking sessions, developing and delivering a capacity-building program for groups advocating gender equality, and facilitating grassroots engagement activities using participatory methodologies.

The expected outputs include establishing and strengthening a community of civil society organizations to work at the grassroots level and implementing participatory activities such as workshops and listening tours to gather citizens’ aspirations on gender equality.

Eligible applicants must be legally registered commercial entities capable of entering into a binding contract with UN Women. Vendors from any country can apply, provided they meet all legal and operational requirements and are not suspended, under investigation, or listed on any ineligibility or sanctions lists maintained by the UN, World Bank, or relevant authorities. Applicants must also confirm they have not engaged in unethical practices, are not bankrupt, and are committed to ethical conduct that avoids financial, operational, and reputational risks to UN Women.
