The Rural Housing Service (RHS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), announces the acceptance of applications under the Rural Community Development Initiative (RCDI) program for fiscal year (FY) 2023.
These grants will be made to qualified intermediary organizations that will provide financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development that will support the community.
Purpose of the Program
- The program is designed to assist qualified private organizations, nonprofit organizations, and public (including tribal) intermediary organizations, proposing to carry out financial and technical assistance programs to improve housing, community facilities, and community and economic development projects in rural areas. The RCDI program requires the intermediary (Grantee) to provide a program of financial and technical assistance to recipients. The recipients will, in turn, provide programs to their communities (beneficiaries).
Funding Information
- Available Funds: $6,000,000. Of this amount, $1.6 million will be made available to projects located in or serving Persistent Poverties Counties.
- Minimum/Maximum Award Amount: The minimum grant award is $50,000 and the maximum award amount is $500,000.
- Anticipated Award Date: August 15, 2023.
- Performance Period: Grant funds must be utilized within three years from date of the award.
Eligibility Criteria
- Native American tribal organizations (other than Federally recognized tribal governments)
- Independent school districts
- Special district governments
- Native American tribal governments (Federally recognized)
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- City or township governments
- Public and State controlled institutions of higher education
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
- Small businesses
- State governments
- For profit organizations other than Small businesses
- Public housing authorities/Indian housing authorities
- County governments
- Private institutions of higher education
- Additional Information on Eligibility:
- The intermediary organization must have been legally organized for a minimum of 3 years and have at least 3 years prior experience working with private nonprofit community-based housing and development organizations, low-income rural communities, or tribal organizations in the areas of housing, community facilities, or community and economic development.
