Call for Proposals: Supporting Community-Led Solutions for Social Cohesion in Montenegro

The Golden Plains Shire Council’s Community Strengthening Grants Program provides financial assistance for local projects, programs, and activities that benefit the communities within Golden Plains Shire.

Grants of up to $7,000 are available under three focus areas. The “Healthy Connected Community” stream supports initiatives that promote physical activity, healthy eating, social connection, volunteering, and overall community well-being. The “Community Inclusion” stream targets safety, mental health, resilience in disaster preparedness and recovery, and increased participation and inclusion. The “Environment and Sustainability” stream encourages climate change action, biodiversity conservation, environmental education, and responsible care for natural resources.

Certain types of projects and expenses are not supported. These include equipment purchases that are not part of a broader project, infrastructure improvements, and recurring community events. Projects that have already been funded for the same purpose will not be eligible again. Individuals cannot apply, and the Council does not fund costs such as applicant labour, fees for applicant-owned equipment, or venue hire where the applicant is the licensee. Insurance-covered items, activities promoting harmful substances or gambling, and projects benefiting only commercial entities are also excluded.

Applicants must be community groups or organizations that are not-for-profit and either incorporated or working under an auspice arrangement. They should have at least two active members or demonstrate collaboration with other local groups. While multiple applications are allowed, each must propose a unique project. Government bodies are ineligible, but kindergartens, community committees, and local branches of organizations like CFA and SES may apply if community benefit is clear.

Projects must take place within Golden Plains Shire or directly benefit its communities. Schools may apply if their project extends beyond the curriculum and involves community partnerships or ensures community access. Groups based outside the Shire must demonstrate collaboration with local groups or organizations. Applicants must also have no outstanding debts or incomplete grant acquittals with the Council.
