UNDP Open Call for Development of Sustainable Urban Mobility Plan (BiH)

The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal for Development of Sustainable Urban Mobility Plan for the City of Banja Luka.

Scope of Work

SUMP Banja Luka is intended to define policies and actions to be implemented, concerning mainly but not exclusively transport systems. These policies and interventions, well-structured in a strategic and medium-long term vision of Banja Luka, will incentivize sustainable mobility, increasing the use of non­motorized trips, shared mobility and public transport. Adopted policies and interventions should facilitate shift from car travel and contribute to reduction of congestions, de-carbonisation, and other negative effects due to excessive use of private vehicles.

Specific Objectives 

The main objective will be to develop SUMP for Banja Luka based on well-proven and widely accepted SUMP approach and guidelines by the EU, and in accordance with the best EU practices and standards. The overall objective is to contribute to the liveability and sustainability in the city by provision of the sustainable and integrated approach for the urban mobility challenges in community.

Components

The project comprises four (4) main components. Results per each project component are presented hereunder:

• Component 1. Analysis and scoping
• Component 2. SUMP development
• Component 3. Measure planning and preparing SUMP for adoption
• Component 4. Capacity building, training and visibility

Geographical Area to be Covered

The SUMP should cover the city of Banja Luka and its functional urban area.

Requirements

• Team Leader – Key SUMP Expert
  • General experience
    • A minimum of 15 years of experience in the field of urban mobility planning is required.
  • Specific experience relevant to the assignment:
    • Proven experience in leading the teams of experts in developing studies of similar nature and complexity
    • Minimum 2 years of experience in projects as Team Leader/Deputy Team Leader.
    • Minimum 5 years of experience in SUMP preparation, development and/or implementation.
    • Experience in the development of minimum one SUMP which is adopted by the city council.
    • Minimum 2 year of experience in capacity building or training in the field of sustainable urban mobility.
  • Language Qualifications (local BHS language)
  • Regional/International experience
• Key expert 2:  Key Traffic and Transport Expert
  • General experience
    • A minimum of 10 years of experience in the traffic and transport planning is required.
  • Specific experience relevant to the assignment:
    • Minimum 2 years of experience in transport projects.
    • Minimum 5 years of experience in traffic and transport planning.
    • Minimum 5 years of experience in use of GIS data in traffic and transport, or urban/spatial planning.
  • Language Qualifications (local BHS language)
• Key expert 3: Engineering Expert – Data Expert
  • General experience
    • A minimum of 10 years of experience in the planning field.
  • Specific experience relevant to the assignment:
    • Minimum 5 years of experience in extensive data collection and analysis in urban planning or engineering.
    • Minimum 5 years of experience in use of GIS data in urban/spatial planning.
    • Experience in the public communication field, i.e. public workshops, presentations, project viewing and presenting, public debates, stakeholders communication, communication with public institutions, conducting surveys and interviews, public data collection, etc.
  • Experience in energy efficiency projects.
  • Language Qualifications (English or local BHS language)
• Key expert 4:  Communication Expert
  • General experience
    • A minimum of 10 years of experience in the public communication or related fields.
    • Specific experience relevant to the assignment:
    • Minimum 5 years of experience in the public communication field, i.e. public workshops, presentations, project viewing and presenting, public debates, stakeholders communication, communication with public institutions, conducting surveys and interviews, public data collection, etc.
    • Experience in work with representatives of local governmental institutions
  • Language Qualifications (local BHS language)
• Key expert 5:  Economic Expert
  • General experience
    • A minimum of 10 years of experience in the performance of economic studies.
  • Specific experience relevant to the assignment:
    • Minimum 5 years of experience in the performance of economic and/or feasibility studies and/or action plans in charge of the financial part of the studies and budgeting of actions.
  • Experience in work with representatives of local governmental institutions
  • Language Qualifications (English or local BHS language)
