Urban Fabric Initiatives under the Sustainable Cities: Tamale Urban Resilience Project in Ghana

The Urban Fabric Initiatives (UFI), funded by AFD, is designed to develop public spaces and community facilities through collaborative efforts while supporting the animation and management of these sites. In Tamale, the UFI will finance the co-design, co-construction, and co-management of small-scale facilities such as public spaces, sports grounds, toilet blocks, gathering areas, and market spaces. This work will be done in close partnership with the Ministry of Local Government, Chieftaincy and Religious Affairs (MLGCRA) and the Tamale Municipal Assembly (TaMA).

The initiative aims to improve resilience to floods and heat waves through green public spaces and flood management infrastructure, promote participatory governance for sustainable and inclusive projects, and strengthen local governance capacity to design and replicate resilient urban projects. It serves as a component of the broader Sustainable Cities: Tamale Urban Resilience Project, acting as a smaller, community-driven intervention alongside larger infrastructure works.

UFI’s approach includes complementary facilities to the main project, rapid and adaptable interventions like movable playgrounds or gathering areas, and sustained community engagement through co-design and local management. It will also test designs and management solutions on a smaller scale, generating valuable insights for larger infrastructure planning.

The project, planned over six years, includes investments in community resilience—covering green roads, drainage infrastructure, green public spaces, and rehabilitation of the Bilpela Retention Pond—citizen participation and co-construction, capacity building for local authorities, and project management.

With a budget of EUR 1,300,000, the UFI will fund one proposal that can cover 100% of project costs, including taxes, and must be implemented within 36 months. Eligible applicants include international and national NGOs, community-based organizations, civil society organizations, and consortiums formed by private companies with at least one CSO/NGO partner. Activities will take place in Tutingli, Nalung, Bilpela, and Lamakara—communities targeted by the Sustainable Cities: Tamale Urban Resilience Project.
