UN-Habitat’s Somalia Programme with the funding of SIDA, in cooperation with the Baidoa Municipality, South West State of Somalia, is launching a call for proposals (CFP) to seek partnership in the implementation of the urban regeneration component of the Youth and Urban Regeneration Project Somalia (YOURS).
The Project requires the services of an Implementing Partner for implementation of community infrastructure upgrading, temporary and permanent housing/shelter, community engagement, protective services and emergency response through temporary cash for work and other support to displacement affected communities in Baidoa ADC and Kismayo Midnimo Village areas. Hereby, close coordination and collaboration with the respective Municipal Authorities and the state wise organized coordination mechanism on Durable Solutions for Displacement Affected Communities is a crucial requirement.
The objective of the Youth and Urban Regeneration Somalia Project (YOURS) is to contribute to sustainable urban development, building resilient communities and providing urban services and livelihood opportunities for residents and marginalized groups. Project locations are Baidoa, Kismayo, Mogadishu and Dolow.
Outcomes
YOURS has the following Outcomes:
- Increased employment opportunities in market sector driven value chains under the sustainable productive sectors
- Increased youth participation in peacebuilding and reconciliation efforts including engagement in local governance and national decision-making processes
- Enhanced local social, economic and spatial integration of displacement affected households through urban regeneration and upgrading projects that expands the delivery of basic services
- Improved/strengthened capacity of local authorities to implement durable solutions and youth development initiative’s across Somalia

What they are looking for?
- UN-Habitat is looking for implementing partnerships with non-profit organisations that can implement urban regeneration interventions as per Outcome 3 of YOURS Project; mainly in Baidoa ADC-area and to a smaller and limited extend in the Midnimo Village of Kismayo.
- To fulfil the purpose, the following objectives are expected to guide the Implementing Partner.
- Application of transparent and accountable beneficiary selection criteria and processes and community engagement through support for local action groups incl. support to cultural/social cohesion events that can be used for HLP awareness in close coordination with local authorities.
- Contribution to locally developed solutions for permanent and temporary housing by using high amount of local building materials and through direct engagement of the beneficiaries in terms of construction training, construction material, cash for work and HLP support for secured tenure on land designated by the Baidoa Municipality.
- Designs and list of required goods and services (which will supplement the BOQs) for home-owner based construction of up to 300 permanent housing units (200 new construction, 100 rehabilitation and upgrading works). This includes engagement of community members from the urban regeneration project area for site preparation and drainage systems works and 10 solar street light along main access road ,construction trainings and resp. supervisory work through capable local engineers.
- Design and list of required goods and services (which will supplement the BOQs) for rehabilitation and/or extension of basic services in two facilities (health, education) with focus upon WASH in the Baidoa Project area including outline for PPP service provisions to ensure sustainability after project end, and one in the Midnimo Village area of Kismayo.
- Implementation of coordinated emergency response with focus upon temporary cash transfers to 200 beneficiary households in Baidoa project location, three water storage facilities and temporary water tracking services and 50 emergency shelter units in close coordination with Baidoa Municipality and resp. emergency response coordination mechanism.
- Promotion of area based durable solutions for upgrading and extending of basic service provision incl. tenure secure housing/shelter solutions to facilitate replication and scaling-up across Somalia.

- Proof of membership to professional associations if any.
- Financial Capacity
- Audited company financial statements (balance sheet and income statement) and auditors report for the last two years
- Exclusive bank account
- Is the organization willing and able to have a separate bank account for the funds provided by UN-Habitat?
- Integrity and Governance
- The organization should complete and submit a signed Partner Declaration Form (using the template Annex A)
- Provide the profiles of the Chairperson of the Board of Directors, Head of the Organization and Chief of Finance
