CFPs: Tied Financial Donations for the Reconstruction of Syria Grant Program

The Embassy of the Czech Republic in Damascus is pleased to announce the opening of applications for projects funded by the Government of the Czech Republic under the “Reconstruction Program of the Czech Republic in the Middle East for the period 2025–2027.”

Under the Tied Financial Donation (VPD) mechanism, the Government of the Czech Republic will provide a financial grant to a Syrian Recipient, who shall contract a Czech company (Supplier) to implement the project in Syria. Implementation will be carried out in close coordination with the Embassy of the Czech Republic in Damascus with the kind supervision of the Ministry of Foreign Affairs and Expatriates of the Syrian Arab Republic.

Projects may have budgets of up to 5,000,000 CZK or 10,000,000 CZK per project, approximately equivalent to 240,000 USD or 480,000 USD, respectively. All projects must be fully implemented and financially settled by 31 October 2026.

Applications must be prepared using the Project Identification Form, completed in English, signed and stamped by the recipient, and delivered in hard copy to the Embassy no later than the submission deadline, with a PDF. The recipient shall sign a contract with the Embassy and subsequently conclude a contract with the selected Czech supplier, who will be chosen through a tender process conducted in the Czech Republic.

The Syrian recipient will be responsible for ensuring that the project is implemented in full compliance with the approved plan and in coordination with both Syrian and Czech counterparts. Upon completion, the recipient must submit final financial and narrative reports to the Embassy.

The Embassy has outlined that the deadline for submission of applications is 23 December 2025.
