The Federal Railroad Administration (FRA) has announced a major funding opportunity under the Federal-State Partnership for Intercity Passenger Rail Program (FSP-National).

This call is specifically for projects not located on the Northeast Corridor and is designed to strengthen the nation’s intercity passenger rail system by enhancing safety, improving infrastructure, and expanding services.

With a funding pool of more than $5 billion, the program will support capital projects that restore and modernize rail assets, reduce the backlog of deferred maintenance, and improve the overall performance and reliability of intercity passenger rail. Projects that expand long-distance services or establish entirely new rail corridors are strongly encouraged, as are initiatives that boost connectivity, reduce travel times, and minimize delays. Safety remains the top priority, with FRA welcoming applications for rail safety projects that also advance passenger rail performance.

The program is not intended to serve purely local objectives but instead prioritizes projects aligned with federal interests. Eligible projects must demonstrate strong co-funding commitments, comply with Buy America requirements, and show long-term sustainability without reliance on continuous federal support.

Applicants eligible to apply include individual states, groups of states, interstate compacts, political subdivisions, public agencies or authorities established by one or more states, Amtrak (alone or in partnership with states), federally recognized Indian Tribes, or combinations of these entities.

Through this investment, FRA seeks to create safer, more resilient, and more efficient rail systems that can meet future travel demands and strengthen intercity connections across the country. This opportunity represents a significant step toward modernizing U.S. passenger rail and expanding sustainable transportation options nationwide.
