Call for Proposals: Local Initiatives on Open Government and Human Rights in Ukraine

The Council of Europe has launched a call for proposals under its project “Strengthening multilevel governance and local democracy to support Ukraine’s recovery,” which is being implemented by the Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities.

This initiative forms part of the Council of Europe’s Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023–2026. The call is specifically designed to support local initiatives developed by Ukrainian local authorities that focus on advancing democratic innovation through open government approaches and the protection of human rights, in line with the 12 Principles of Good Democratic Governance.

The maximum grant amount available for each successful applicant is seven hundred and twenty-five thousand Ukrainian hryvnias in 2026.

Alongside financial assistance, selected grantees will also receive expert guidance and support aimed at strengthening governance processes, tools, and mechanisms necessary for the success of their proposed initiatives. This assistance will be provided in a hybrid manner, combining on-site visits where possible, consultancy meetings, and regular online communication.

The central aim of this call is to enable Ukrainian local authorities to implement initiatives that enhance democratic practices, foster open government, and ensure the promotion and protection of human rights at the local level. Applications are open to local authorities across Ukraine, who are encouraged to form partnerships with civil society organisations to strengthen the scope and impact of their proposals. This opportunity provides local communities with both the resources and the expertise to drive democratic reform and contribute meaningfully to Ukraine’s broader recovery and reconstruction efforts.
