UNDP’s Local Elections (& Local Governance) project, with support from the European Union, announces the launch of a simulation of a Youth Municipal Council (YMC).
UNDP is looking for a group of motivated and ambitious youth (aged 18-30), who are interested in civic engagement and democratic participation at the local level and who are thriller to take part of this YMC pilot initiative covering several municipalities in Tripoli.
The YMC is a youth program that aims to enhance the ability of young people to play a more effective role in their municipalities. This would be achieved through forming a youth council, which aquires knowledge and awareness about the daily work of the municipal council, its proceedings and procedures, including the legal framework governing the municipalities (Law No.59 & Bylaws).
The selected youth will work in close cooperation with the Municipal Council Support Team of the UNDP project, and will engage with several municipal councils of greater Tripoli after an induction and training period. YMC will also engage with citizens and specifically the youth of the municipalities.
The YMC members, after the induction session, will throughout a period of three months:
- Attend council and committee meetings of the municipal councils, and understand their rules and proceedings, and see the local democratic processes and decision making at work;
- Accompany the mayor and council members at official events, and provide their observations from a youth point of view;
- Understand how the local administration of a municipality works, respective of their main tasks to deliver services to citizens; attend meetings and understand the functioning of a municipal administration, as well as the relationship between the elected council and its administration;
- As required and requested, assist mayor or councillors in their work for specific tasks;
- Promote and advocate for democratic participation and civic engagement among the youth population, their local community, and the general population in Greater Tripoli.
- Contribute to coordinating and organizing youth community participation meetings through different methods;
- Discuss observations in their regular simulated ‘youth council meetings’ and report back to the project and to the municipal council their observations with recommendations; Conceive a youth programme, which could be submitted to the mayor and council members;Could, as requested and required, assists with conducting surveys and data collection for the municipal council;
- Any other related tasks which the youth consider important as their contribution.
Eligibility Criteria
- Minimum Requirement:
- Applicants must be a resident of Greater Tripoli.
- Applicants must be between 18 and 30 years of age.
- Desirable Requirements:
- Working knowledge of the English language (writing & speaking).
- Experience in working with civil society organizations in Libya.
- Computer literacy and ability to use Office software.
- Key soft skills Required:
- Good communication skills
- Ability to work in a team.
- Good time management skills
- Strong work ethics.
