The U.S. Embassy Phnom Penh Public Diplomacy Section has opened a call for proposals under the U.S. Department of State’s Smith-Mundt Public Diplomacy Funds Small Grants Program. This opportunity supports initiatives that feature American cultural elements or involve U.S. experts, organizations, or institutions to deepen understanding of U.S. policy, culture, values, and perspectives.

Proposals should also emphasize shared U.S.-Cambodian values and promote bilateral cooperation through cultural, educational, artistic, or creative projects. The program encourages initiatives that foster mutual understanding and strengthen people-to-people ties.

Priority areas for funding include creative projects that highlight civil liberties and human rights, efforts to combat transnational cybercrime, and programs that build a secure digital economy. The program also supports rural youth education in job-relevant fields, STEM innovation, civic engagement, and the preservation of Cambodia’s cultural and historical heritage in ways that create educational and economic opportunities.

Grants range from $5,000 to $25,000, and funded projects may run for one to twelve months. Eligible applicants include not-for-profit organizations, think tanks, civil society groups, public educational institutions, individuals, public international organizations, and government institutions from the U.S. or Cambodia.

Projects that focus on political activity, religious instruction, construction, fundraising, lobbying, or scientific research are not eligible for funding.
