Call for Proposals: Expansion of Vanuatu Electoral Office’s Civic Education Programme

The UNDP Vanuatu Electoral Environment Project (VEEP) invites CSOs, NGOs, and FBOs to apply for the “Expansion of VEO’s Civic Education” Low Value Grant (LVG) Programme. The grant provides up to USD 40,000 for projects enhancing civic and voter education, promoting informed participation in democratic processes, and increasing awareness among women, youth, persons with disabilities, and marginalized communities across Vanuatu.

Program Overview

The VEEP LVG Programme aims to strengthen democratic engagement in Vanuatu by funding initiatives that:

• Expand the reach of the VEO Civic Education Curriculum

• Promote voter education and civic awareness in remote and decentralized communities

• Strengthen governance and democratic representation

• Support inclusive participation of women, youth, persons with disabilities, and marginalized groups

The programme is implemented in partnership with the Vanuatu Electoral Office, the Electoral Commission, and funded by the New Zealand Ministry of Foreign Affairs and Trade.

Funding Details

• Maximum Grant: USD 40,000

• Number of Awards: One per cycle

• Project Duration: 1 March 2026 – 30 August 2026

• Eligible Activities: Civic and voter education campaigns, awareness workshops, and initiatives aligned with the VEO Civic Education Curriculum

Who is Eligible?

Applicants must:

• Be a Civil Society Organization (CSO), Non-Governmental Organization (NGO), or Faith-Based Organization (FBO)

• Have prior experience in civic or voter education

• Demonstrate decentralized operations across Vanuatu

• Be registered with the Vanuatu Financial Services Commission for at least two consecutive years

• Provide evidence of previous project implementation including budgets, number of beneficiaries, and collaboration with other CSOs

• Preferably have experience engaging youth, women, and persons with disabilities

Program Objectives

The LVG Programme supports Vanuatu’s democratic development by:

1. Increasing citizen awareness and participation in elections

2. Ensuring inclusive, transparent, and credible elections

3. Strengthening the Electoral Commission and Vanuatu Electoral Office

4. Enhancing local capacity and reducing reliance on external support

5. Promoting equitable civic education access in remote and marginalized communities

Application Evaluation Criteria

Applications will be assessed on:

• Relevance and clarity of proposed activities

• Organizational experience in civic or voter education

• Budget feasibility and justification

• Inclusivity, targeting youth, women, and persons with disabilities

• Quality and number of beneficiaries reached

• Authenticity and operational capacity of the organization

How to Apply

1. Prepare a project plan aligned with the VEO Civic Education Curriculum

2. Include evidence of organizational capacity and previous project implementation

3. Submit a detailed budget and timeline within the 6-month project window

4. Demonstrate decentralized operations and inclusive engagement

5. Submit the application via the UNDP VEEP application portal before the deadline
